- Description
- The National Technical Information Service (NTIS) requires the following printing services and deliverables. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation, No. RFQ NTIS-02-Q-1005, includes all applicable provisions and clauses in effect through FAR FAC 01-09. The acquisition will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial items. This requirement is not set-aside for small business. The North American Industry Classification Code is 323110 and the business size standard is 500 employees. Written proposals are requested from interested companies capable of printing NTIS? requirement. REQUIREMENT: The Contractor must print three (3) separate books. Book #1 - Title: TREE STRUCTURES; Size: 9 inches X 11.25 inches; Paper: Cover-50# PEACH TAN VELLUM, Text - 35# JCPA-25; Ink: Cover - PMS 568 Full Reverse, Text - BLACK; Pages: 1,088 & Cover; Proof: BLUELINES; Binding: PERFECT; Copies: 2,352. BOOK #2 - Title: PERMUTED MESH 2003; Size: 9 inches X 11.25 inches; Paper: Cover- 50# PEACH TAN VELLUM, Text - 35# JCPA-25; Ink: Cover - PMS 568 Full Reverse, Text - BLACK; Pages: 812 & Cover; Proof: BLUELINES; Binding: PERFECT; Copies: 2,255. Book #3 - Title: ANNOTATED MESH 2003; Size: 9 inches X 11.25 inches; Paper: Cover - 50# PEACH TAN VELLUM, Text - 35# JCPA-25; Ink: Cover - PMS 568 Full Reverse; Text - BLACK; Pages: 1,480 & Cover; Proof: BLUELINES; Binding: PERFECT; Copies: 2,866. The NTIS will provide the Contractor with Form 952 on disk which must be used to print these books. Bar codes must be placed on the title page I which are attached to the disk. A bleed bar of at least one-quarter (1 / 4) inch wide must be installed on page 1. The Contractor must prepare typesetting either in camera copy or PDF files for covers 1 & 4 and the spine using the same attributes found in the sample that will be provided. Pages that state, this page is intentionally blank, must be printed. Contractor is not allowed to reduce the size of the PDF Files Alignment. Page numbering must be set according to the page numbers on the bottom of each page. All three covers must match. The Government will inspect press sheets at the contractor's printing facility for quality conformance. The Blueline proofs must be returned to NTIS via FedEx within 7 business days from the date of the award, and NTIS will return the marked up proofs to the contractor within 48 hours. The copies of the printed books must be delivered to the National Technical Information Service at 5285 Port Royal Road, Loading Dock, Attn: Sterling Cook, Springfield, VA 22161 within 20 calendar days from the date of award. All government furnished materials must be returned with the finished products. Quotations will only be accepted from Contractors within a 100 mile radius of the Washington, D.C. Metropolitan area. The Government will not pay for copies that are in excess of the stated totals. Basis for award: Award will be made to the offeror whose proposal represents the best value to the Government. The best value award will be based on the evaluation of proposals for technical capability, location, past performance and price. Technical capability, location and past performance are significantly more important than price. Past Performance must include a person to contact for each of the last three contracts you have completed for similar services. The information required for these contacts is Name of Agency for whom work was performed, contact?s telephone number and value of the contract. The provision of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this RFQ. A completed and signed copy of this provision shall be submitted with all offers.
