Description
In accordance with Federal Acquisition Regulation (FAR) 14.208 Amendment of Invitations for Bids, the official Bid Opening Date has been extended until 2:00pm on Thursday, December, 19, 2002. All other terms and conditons shall remain the same. This procurement is enacted to provide/acquire Psychological/Psychiatric Services at the USPHS Indian Health Center on the Fort Peck Indian Reservation in Poplar, Montana. This procurement is being conducted under Simplified Acquisition procedures pursuant to the authority of Federal Acquisition Regulation (FAR) 13.1 and FAR 37.104 Personal Services. The IHS intends on awarding a firm-fixed-price (FFP) contract for one (1) base year. Prospective contractors are requested to provide an offer for the base year. MAJOR DUTIES: Work requires specialized knowledge and skills in psychiatry/psychology, but not be limited to the following functions as the expert in differentiating patients with emotional and mental distress and prescribing the proper treatment modalities. Performs comprehensive psychiatric direct care duties, suing knowledge of professional psychiatric principles. Is responsible for providing the full range of psychiatric and psychological services to patients seen in the IHS mental health program. Consults with patients, parents, family, community workers and staff regarding evaluation and treatments of patients. Provides crisis intervention, individual therapy and group therapy for patients with depression, anxiety disorders, post-traumatic stress, sexual abuses, suicide attempts, grief issues, substance abuse, severe conduct disorder with suicide attempt, identity disorder and victims of family violence. Provides patient education and counseling using knowledge and skill in counseling, listening and therapy processes. Participates in case management meetings on a weekly basis with IHS Mental Health Program staff cases and coordinates for psychiatric care. Writes psychological evaluations and case summaries. Consults with psychiatrist on complex psychiatric evaluations. Psychiatric evaluations are provided on both outpatient (at the Service Unit) and inpatient (Contract Health Service) basis. Is responsible for organizing and coordinating a wide variety of mental health programs and services for the IHS area. Maintains proper registers, documents and records for a variety of mental health issues seen and encountered at the various service units. Administers prevention and awareness programs and activities. Conducts research and report findings. Serves in a liaison capacity between local reservation schools, child protection teams and service unit mental health programs. Provides training in school setting regarding mandatory reporting of abuses and follows mandatory reporting guidelines of the IHS. Develops necessary protocols for program including, but not limited to: parental notification and permission, services to emancipated minors, in-house referrals, outside referrals, reporting of known or suspected abuses, emergency intervention in suicide, child abuse, family violence cases, pregnancy counseling, HIV counseling and obtains signed Qualified Service Agreements between local reservations schools and IHS for sharing of information from the client record. Conducts necessary research studies prior to implementation of new programs, collects and analyzes statistics. Maintains client records as part of the IHS medical records system and follows federal Privacy Act Regulations regarding the protection of records and maintenance of client confidentially. Fills out Patient Care Component forms for client contacts. SECONDARY DUTIES: Specific work duties and services that the contractor shall provide under this contract shall provide include, but not be limited to the following: Adheres to established Indian Health Service hospital and health care policy and procedure related to job function. Performs patient evaluations in order to develop an appropriate plan of care and realistic functional goals for each patient, adhering to policy and procedures and standards of care. Re-evaluates patient at appropriate intervals, modifying and changing treatment programs as indicated. Provides treatment based on the plan of care to meet functional goals utilizing the therapist?s knowledge, experience and skills. Conducts patient/family education in a collaborative manner to ensure an understanding of therapy treatment and to integrate patient/family needs into the rehabilitation process. Practices safety precautions for patients and staff. Provides safety precautions for patients and staff. Provide recommendations for discharge planning. Documents treatment provided, patients response, progress and educational outcomes per policy and procedures. Completes discharge summary in a timely manner per policy and procedure. Develops/revises educational materials for patients, family members, staff and/or community agencies. Ensures that appropriate compensation for and maintenance of services, equipment and supplies is provided for according to policy and procedure. Assists with Performance Improvement and Risk Management activities. Maintains patient/family confidentiality. Utilizes age appropriate evaluation techniques, teaching skills and interpersonal communication skills. Maintains professionalism and ethical standards within established guidelines. Adheres to hospital confidentiality statement and practices. Assesses patients and develops a care plan based on physical and psycho-social status and on the needs of the patient, using knowledge of full range of community health nursing principles, practices, and procedures; knowledge of and ability to treat chronic health problems; ability to counsel and teach; ability to assess and treat minor illnesses; ability to provide preventive care; ability to take medical histories; and knowledge of professional nursing principles. Using such knowledge and abilities, employee takes appropriate histories of individuals and families; performs examinations; and orders appropriate laboratory tests, ancillary services, procedures, and specialty referrals. Knowledge, Skills and Abilities (KSA): Applicants must describe their present/previous experiences with the following KSA evaluation requirements in their application/proposal. 6.) Best value price evaluation criteria submitted by the contractor. An indication as to what hourly rate the contractor is willing to work for. $ 7.)
