- Description
- The Fleet and Industrial Supply Center, Norfolk Detachment, Washington, DC has a requirement for training and technical support consulting services on the behalf of the Navy Personnel Command, Millington, TN. Services include but are not limited to the following: 1) expert advice, 2) guidance, 3) training, 4) development and updating of training materials, 5) consulting service and 6) conduct, participate and present workshops etc. Additional requirements will be detailed in the Statement of Work, SOW, of the Request for Proposals, RFP. NOTE: "This acquisition is being conducted using the test procedures at FAR 13.5. Under these procedures the Government is (1) not required to determine a competitive range; (2) is not required to hold discussions; and (3) is not required to provide offerors with an opportunity to submit Final Revised Proposals". The Government intends to use Best Value criteria for award. Award of a Firm Fixed Price contract is anticipated. The contract will consist of a base period and three one year option periods. Contract start date is 01 April 2003. The FAR clauses 52-217-9 "Option to Extend Services" (NOV 1999), 52-217-8 "Option to Extend Services" (MAR 2000). This requirement is restricted, 100% Set-Aside for Small Business. The Federal Supply Code (FSC) for this requirement is U099. The North American Industry Classification System (NAICS) Code is 611430. This requirement will be posted on or about 19 December 2002.
