Description
The US Department of Energy, National Nuclear Security Administration, Oakland Operations Office intends to a award a contract, on a sole source basis under the authority of FAR 6.302-1, with Accurate Machine Products Corporation (AMPC), a small business located in Johnson City, TN, to supply Model 9975 shipping packages to be used for the transportation of radioactive materials (plutonium metals and oxides packaged in DOE STD 3013 containers) from LLNL, LANL, Hanford to the Savannah River Site for long term storage. An estimated 3500 shipping containers will be required over a three year period with a production schedule of 300 units per month starting in July 2003. The Model 9975 shipping package is certified as a Department of Transportation (DOT) Type B shipping package. The major components of the Model 9975 shipping package consist of a 35-gallon bolted, removable lid drum; two cane fiberboard insulation assemblies, two containment vessels which retain the radioactive material and lead shielding which attenuates radiation originating from the packages payload. Each shipping package component must function as designed for the packaging to meet its intended functional requirements and satisfy regulatory requirements that allows it to be certified to carry radioactive materials. The Model 9975 shipping package containment vessels (the inner Primary Containment Vessel (PCV) and outer Secondary Containment Vessel (SCV)) are designed and fabricated in accordance with Section III, Subsection NB of the ASME Boiler and Pressure Vessel Code (B&PVC), 1992 edition. The Model 9975 shipping package has been tested and complies with Title 10, Code of Federal Regulations, Part 71, and is certified under Title 49, Code of Federal Regulations, and Part 173.7(d). Each shipping package must be fabricated and acceptance tested to the requirements of Subparts G and H of 10 CFR Part 71. Quality assurance requirements of ASME NQA-1, Basic 1 ? 18 points, must be met. The Surveillance (witness and hold points) of the production units will be performed by an independent organization. AMPC is currently the only supplier providing the Model 9975 shipping packages to a DOE site. They have an established production capability that has been approved by DOE for compliance with the above requirements necessary for the manufacture of the Model 9975 shipping containers. In order to meet current shipping requirements, the contract must be awarded by January 31, 2003 to allow for Design Authority approval of required vendor submittals prior to the placement of long lead time material subcontracts. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The NAICS code for this action is 332420 and size standard is 500. Interested small businesses may identify their interest and capability to respond to this requirement by submitting a Statement of Capability to the Contracting Officer or Contract Specialist by December 18, 2002. The Statement of Capability must include: 1) evidence of the ability to fabricate the Model 975 shipping container in accordance with Section III, Subsection NB of the ASME Boiler and Pressure Vessel Code (B&PVC), 1992 edition; and 2) evidence of ASME NQA-1, basic 1 ? 18 point certification
