- Description
- The Food and Drug Administration (FDA) will compete under the terms of OMB Circular No. A-76, a Contractor versus Government Performance Study to determine if the FDA in-house television production services should be converted to a commercial service. This procurement is designated as a full and open competition. It is anticipated that if a contract is awarded it will reflect a base period of one year with four one year option periods. A cost plus award fee type contract with some fixed price provisions is anticipated. The RFP will only be available on the FedBizOpps web page at http://www:fedbizopps.gov/. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offerors responsibility to monitor the FedBizOpps web page for the release of the solicitation and any amendments. The RFP should be available for downloading on or about fifteen (15) days after the publication of this announcement. The NAICS code for this requirement is 512191 and the size standard is 25 million in average annual receipts for the previous three (3) years. This requirement is for a wide range of production services and products. The successful offeror will provide all labor, technical capabilities, supervision, management and supplies to perform the following array of services: scriptwriting; producing/directing; engineering, videography; graphic art; internal computer networking; cablecasting; broadcasting; duplication; mastering to a variety of formats; multimedia and videotape library services; and presentation support services. The successful offeror shall provide technical, logistical, and artistic expertise to all production planning meetings to determine creative scope, develop presentation and instructional approach, assist in writing scripts and determine production personnel and equipment requirements. The successful offeror shall position, operate, and maintain television, video, and digital media equipment systems. The successful offeror shall direct the recording of studio and location sequences; edit and assemble products in accordance with customer requirements and the best professional and commercial practices consistent with customer communication objectives and project budget. The Government furnished technical center will be used for all work except location videography. The successful offeror shall be responsible for providing the project leadership to take the communication objectives as described by the Government customer and the customer?s technical expertise and from those elements, to design, produce and distribute and archive program material that is effective and efficient in achieving the customers specified communication objectives. Ultimately, the successful offeror will be responsible for successfully accomplishing the overall communication mission of the FDA and the Department of Health and Human Services.
