Description
The Air Force Flight Test Center, Directorate of Contracting, Edwards Air Force Base, California has a requirement for a commercial acquisition in accordance with the format in Subpart 12. The acquisition is a 100% Small Business Set-Aside action. The corresponding NAICS code is 532411. The size standard for this acquisition is $6.0 Million. The requirement is for helicopter support for the CV-22 test program until completion of testing. The support aircraft must be a four-person light helicopter with a 2.5-hour endurance time, turbine powered, day/night capable, VHF (UHF desired) and transponder equipped, and have full dual controls. This aircraft will be dedicated to the ITT and operated from Edwards AFB, it will be hangered on base when not in use. The support aircraft will be used for pilot proficiency training and test program chase duties. Both CV-22 contractor and military test pilots will fly the aircraft. The aircraft commander will have as a minimum a Commercial rotorcraft/helicopter rating. Pilots will have as a minimum an FAA Class II physical or its equivalent. Pilots assigned to aircraft commander duties will have as a minimum 1000 hours of helicopter time. The contractor will be responsible for all maintenance, logistics, and training support. Training implies minimum emergency procedure training and pilot checkout for at least 7 pilots. Maintenance may be performed either on site at Edwards AFB or at the contractor's facility. The contractor must minimize the impact of maintenance turn-around times on mission support: 24 hours maximum for return of a mission capable aircraft after notification of a maintenance problem. The anticipated period of performance is 1 February 2003 through 30 Sep 2007. All interested small business sources may obtain a copy of the RFP at this location.
