- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ)#811397 is assigned and shall be referenced on any quotation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. This solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The Standard Industrial Code is 5065, (NAICS code is 421690) and the Business Size Standard is $5,000,000.00. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities website http://www.fedbizopps.gov/. Hard copies of this solicitation document will not be available. The site provides downloading instructions. Should any future information be publicized regarding this acquisition including solicitation amendments, it shall be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Federal Bureau of Investigation (FBI) intends to solicit and negotiate on a sole-source basis with Harris Corporation Intraplex Products, 59 Porter Road, Littleton, MA 01460-1410 for the purchase of the following: Six (6) Harris Model 7200D and four (4) Harris Model 7400D audio coder/decoder (CODEC) devices needed for the intrac to tone radio system conversion. This equipment must be compatible with the existing equipment that is currently owned by the FBI. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This action will result in a Firm Fixed Price - One Time Buy Contract and shall begin upon the date of acceptance by selected offeror. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. The Standard Commercial Warranty is one year. FOB Destination: FBI, ERF Bldg., Quantico, VA 22135. This notice is not a request for competitive quotes. However, all quotes received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The following clauses and provisions are incorporated by reference and apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items (Oct 2000); FAR 52.212-2 Evaluation - Commercial Items. (Jan 1999); FAR 52.212-3 - Offeror Representations and Certifications-Commercial Items (Jul 2002); FAR 52.212-4 Contract Terms and Conditions - Commercial Items (Feb 2002); FAR 52.212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items.(May 2002); FAR 52.215-5 Facsimile Proposals (Oct 1997). All quotes shall be clearly marked with RFQ#811397 and shall be submitted to Janice Williams, Contract Specialist, at the address mentioned above and all proposals received by December 16, 2002 at 5:00 p.m. will be reviewed by the Government. Quoters are hereby notified that due to security issues, only faxed offers will be considered. Quotes can be faxed to (202)324-5472. Quotes not received on the designated time and date will not be accepted. Award is anticipated within one (1) day after closing. Telephone requests will not be honored.
