Description
R ? Professional, administrative, and management support services. This is a combined synopsis/solicitation procedure for a commercial item prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DEA-03-R-0010, and it is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation Circular 01-10. The North American Industry Classification System Code (NAICS) is 541618 and the small business size is $6 million. The Drug Enforcement Administration (DEA) intends to issue a sole-source contract under the test program described in FAR 13.5. DEA intends to solicit and negotiate only with John D. Kraft on a sole-source basis under authority 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1. The DEA, Office of Acquisition Management intends to enter a Firm-fixed price contract for the acquisition of validating personnel procedures for selecting and promoting Special Agents within the DEA. DEA must validate the procedures used in selecting applicants for Special Agent positions in accordance with procedures in the Uniform Guidelines on Employee Selection and professional standards (e.g., Standards for Educational and Psychological Testing). The proposed contract period is a base year and two (2) twelve month option periods. Mandatory requirements are to: a) Provide demonstrated expertise and experience in the field of industrial psychology, federal promotion processes, and the validation of selection procedures. b) Possess an unquestioned knowledge of creating, establishing, implementing, and managing an integrated process of employee selection for promotion. c) Familiarity with and possess an intimate knowledge of current federal personnel regulations, possess or employ individuals with an advance degree(s), demonstrate a level of experience with and familiarity of validated personnel procedures, versed and knowledgeable of current practices and policies of the Office of Personnel Management, and to the fullest extent practicable, be familiar with and knowledgeable of DEA?s validated promotion practices. The contractor shall: a) Implement procedures for selecting Special Agents for supervisory, managerial and executive level positions, including working with the Career Board to identify the individuals who will be responsible for evaluating Special Agents for supervisory and managerial positions; develop training materials to be used by individuals who rate applications; train raters in rating applications and training Career Board personnel in procedures for managing and maintaining this system; marketing the revised promotion procedures to ensure understanding and acceptance of the procedures; and monitoring implementation and revise the procedures to correct or streamline procedures. b) Conduct workshops with Special Agent managers to review procedures used in selecting applicants for agent positions; assess the content validity of the procedures; recommend changes, as appropriate; and prepare a report on the validation project. c) Conduct meetings of the Diversity Council and create a new Affirmative Action Plan. d) ?Market? materials and implement procedures for selecting special Agents for grade 14 and higher positions. Materials (e.g., training manual, power point presentations, etc.) are due February 28, 2003. e) Draft a report on the effectiveness of procedures for selecting Special Agents for grade 14 and higher positions. Draft report is due May 30, 2003 and the final report is due July 31, 2003. f) Draft a report on the validation of procedures used to make entry-level Special Agent hiring decisions. Draft report is due August 15, 2003 and the final report is due September 30, 2003. g)Submit a report documenting the establishment of a Diversity Council; included in the report will be a description of the procedures used in revising and implementing a multi-year Affirmative Action Plan. Report is due September 30, 2003. The following FAR provisions apply to this acquisition: 52.212-1 Instruction to Offerors-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items. The following FAR clauses are also applicable to this acquisition: 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.217-8 Option to Extend Services; 52.217-9 Option to Extend the Term of the Contract (Fill in: 60 days; 60 days; 36 months); 52.232-18 Availability of Funds.
