Description
Downsized Multi-channel Satellite (DMCS) systems and spares shall provide on an as needed basis to Space and Naval Warfare Systems Center, Charleston. The DMCS is a commercial-off-the-shelf(COTS) highly transportable tri-band (C-, X-, and Ku-Band) satellite communications terminal. The DMCS uses an L-Band IF and is equipped with a Fiber Optic interface for communications with baseband equipment. The TWTA must be mounted on the antenna boom. The DMCS electronics are mounted within a sealed transit case equipped with an Environmental Control Unit (ECU). The ECU must be detachable for shipping purposes. All communications to and from the antenna electronics case(AEC) enter via a recessed panel in the case lid. Under normal conditions, the case will remain sealed. The fiber optics interface between the AEC and baseband system is part of the DMCS system. The DMCS fiber optics interface must be capable of providing communications with a minimum separation distance of 500 feet from the baseband equipment. The DMCS terminal shall be controlled by a laptop computer within the baseband equipment. The DMCS terminal must include software for this laptop that provides control of all terminal functions, monitors system performance and provides system alarms via a graphics interface. The antenna system must also be designed to allow for future upgrade to Ka-Band operation. The DMCS terminal, when packaged for shipping, must weigh 1200 lbs or less and occupy 115 cubic feet or less. Weight and volume limits include shipping containers and spares . Commonality of system components with DMCS terminals produced by L3 Communication Systems ?West under contract N65236-02-C-3080 is required. This commonality is required to reduce logistics/training costs and give the flexibility to interchange equipment and personnel as needed to meet mission requirements with limited airlift availability. The Government anticipates awarding a Firm-Fixed Price contract with a base year and four one-year option periods to extend the term of the contract. The North American Industry Classification System Code (NAICS) is 334220 and the size standard is 750 employees. Subject procurement will be issued under FULL AND OPEN COMPETITION PROCEDURES. All responsible offerors may submit a proposal which will be considered for award. The anticipated solicitation release date is December 9, 2002 and will be available at the SPAWARSYSCEN Charleston Website address: http://www-chas.spawar.navy.mil It is the offerors responsibility to monitor this site for the release of the solicitation and any amendments (if any).
