- Western Area Power Administration (WAPA) Desert Southwest Customer Service Region (DSW) intends to issue a contract on a sole-source basis to Iliff & Associates Inc. under the authority of 41 USC 253 (c)(3) - "Industrial mobilization; engineering, developmental, or research capability; or expert services ? to identify opportunities and strategies to optimize future long term resource marketing, to assess resource options to augment resources available for Parker-Davis Project re-marketing, and to develop a contract between the Merchant and Reliability functions to document the use of generation capacity and energy to support reliability and control area operations. All work to be completed by 01/31/03. The basis for the sole source award to Iliff & Associates is as follows: Iliff & Associates is uniquely qualified to perform the tasks defined in this Statement of Work (SOW) due to their past relationships with the marketing customers that no other vendor has access to. The Government intends to award a firm-fixed price contract. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Total Small Business Set-aside. The Statement of Work is attached.
