CORRECTION-THE CORRECT NAICS CODE FOR THE PROPOSED SOLICITATION N62467-02-R-0406 IS 238210 vs 235310. ALL INTERESTED 8(a) SET-ASIDE OR HUBZONE SET-ASIDE CONCERNS WILL NOTIFY THIS OFFICE VIA EMAIL earney@efdsouth.navfac.navy.mil NO LATER THAN CLOSE OF BUISNESS 23 OCTOBER 2002. ALL OTHER PREVIOUS INFORMATION CONTAINED IN THE ORIGINAL SYNOPSIS REMAINS UNCHANGED. ORIGINAL SYNOPSIS-The proposed solicitation, N62467-02-R-0406 listed herein is being considered for 100% 8(a) or HUBZone Set-Aside. All interested 8(a) or HUBZone concerns will notify this office via email of their intention to submit a proposal on the proposed contract as Prime no later than October 18, 2002. NOTE: 8(a) and HUBZone firms: This notification/submittal must include (1) the name, address, and small business size status of the firm; (2) past performance references to include project title, point of contact, telephone number, total contract price, award date and completion dates; (3) evidence of experience in the design and construction of similar size and nature (construction costs between $1,000,000 and $6,000,000); (4) Airfield Lighting Improvements to include extensive replacement of existing airfield lighting and control systems; i.e.; Approach, Taxiway Centerline Lighting Systems, Optical Landing Signal Stations; Wheels-Watch/Wave-Off Systems, Threshold Lighting Systems, Hold Position Systems, Runway and Taxiway Edge Lighting, Airfield Signage and Touchdown Zone Lighting Systems. (5) experience in design-build projects. If adequate interest is not received from 8(a) concerns, consideration will then be given to setting the requirements aside for HUBZone concerns. If adequate interest is not received from HUBZone concerns, then the requirement will be issued on an "Unrestricted" basis. Also, if adequate interest is received from 8(a) and HUBZone concerns, it is the Contracting Officer's determination on how this will be set-aside IAW SBA Procedural Notice, Control No.: 8000-553 dated 10-10-2001. The Request for Proposal (RFP) will be identified as N62467-02-R-0406. This project is to provide Airfield Lighting Improvements for Naval Air Station Kingsville, Texas. The work includes providing extensive replacement of existing airfield lighting systems and controls and new systems. Systems include Approach Lighting Systems, Taxiway Centerline Lighting Systems, Optical Landing Signal Stations and Wheels-Watch/Wave-Off Systems, Threshold Lighting Systems, Hold Position Systems, Runway and Taxiway edge lighting, airfield signage, and Touchdown Zone Lighting Systems. The work will include vault upgrades, medium and low voltage distribution, construction of underground distribution systems and miscellaneous incidental work. The work may include providing an addition to the Airfield Lighting Vault to facilitate construction phasing. The airfield will remain in operation during construction which will require extensive coordination with airfield operations personnel. The Contractor will be required to complete work quickly, often during nights and weekends, shifting construction work location from one area to another to accommodate airfield operations. The Contractor will be required to leave major systems in operation at the end of every workday. NAICS is 237310(previously 234110) and Size Standard is $28.5M. All interested 8(a) Set -Aside or HUBZone or HUBZone Set-Aside firms must be registered in the Central Contractors Registration located at www.ccr.gov . All interested 8(a) Set-Aside or HUBZone Set-Aside concerns will notify this office via email earneyre@efdsouth.navfac.navy.mil no later than close of business October 18, 2002.
