- Description
- Solicitation Notice. This project is for Phase 7 of a seven-phase project where phases 3-7 are for the total renovation of the Chemical Wing of the USDA, ARS, Eastern Regional Research Center (ERRC), located at 600 East Mermaid Lane, Wyndmoor, Pennsylvania. Phase 7 will comprise of 13,248 square feet. The project involves the complete renovation of existing laboratory, office, and support space, and consists of architectural, structural, mechanical, electrical, controls, and communication. The work includes asbestos abatement, demolition, and complete renovation of the spaces within the limits of construction. The renovations include new partitions, doors, laboratory fixed casework, floors, ceilings, air handling units, HVAC ductwork, fire sprinkler system, plumbing including laboratory gases, electrical distribution system, communication system, fire alarm system, and lighting. The mechanical work includes complete replacement of existing controls with computer-based control of the building, HVAC, and other functions. This procurement will be conducted on an unrestricted basis in accordance with the Small Business Competitive Demonstration Program and will use sealed bid procedures. Bid Bonds will be required. The estimated price range for Phase 7 is between $1 million and $5 million. Completion time will be 12 months. A Pre-Bid Conference will be scheduled. Solicitation No. 09-3K15-02, including drawings and specifications, will be available for viewing on FedBizOpps (www.fedbizopps.gov), at local plan rooms, and available for purchase for a non-refundable fee of $125 payable by check or money order to: USDA, Agricultural Research Service. Cash, credit cards, and two-party checks will not be accepted. Submit fee and request to USDA, ARS, Facilities Division, 5601 Sunnyside Avenue, Mail Stop 5124, Beltsville, Maryland 20705-5124, to the attention of Jeannette Davies/Sheila Anderson. No telephone requests for the solicitation package will be accepted. NOTE: U.S. POSTAL SERVICE MAIL TO THE BELTSVILLE FACILITIES IS BEING HELD 2 WEEKS FOR ANTHRAX SCREENING. THEREFORE, USE OF OVERNIGHT MAIL (i.e., FEDEX, UPS, ETC.) IS STRONGLY ENCOURAGED FOR SUBMITTING CHECKS FOR SOLICITATION PACKAGES OR OTHER REQUESTS REQUIRING A TIMELY RESPONSE. Firms who download this solicitation are requested to send an e-mail to the Contracting Officer at jdavies@ars.usda.gov. The solicitation is scheduled to be issued o/a September 16, 2002, and bids will be opened o/a November 4, 2002. Minority business contractors are asked to attend the Pre-Bid Conference and provide copies of their business resumes to potential prime contractors for possible subcontracting opportunities.
