Description
The work consists of preparing the design, the construction drawings, the contract specifications, and an operation and maintenance plan for utilities improvements, buildings, and recreation facilities. The utilities improvements include sanitary sewers (including pump stations, transmission lines, and waste water treatment plants), potable water supply lines, natural gas transmission lines, and electric and telephone services. The buildings include camp store/camping check-in, restrooms, bathhouses, and maintenance garage. Recreation facilities include campgrounds, picnic areas, roads and parking areas, biking and hiking trails, floating docks, play areas, and other recreational facilities. The contract will consist of the following phases: PHASE I - Development of Data Base Subsurface investigation Field and Laboratory testing of samples Preparation of geology and soil mechanics report Field surveys and mapping Development of a conceptual plan PHASE II - Preliminary Design Preliminary design of recreation facilities Preliminary drawing and specifications Preliminary quantities Preliminary cost estimate Preliminary site map PHASE III - Final Design Revise preliminary design and prepare final design Prepare final structural design and details Prepare landscape plan Prepare final drawings and specifications Prepare final cost estimate and construction schedule Prepare final site map Prepare preliminary operation and maintenance manual Obtain all necessary permits PHASE IV - Services During Construction Provide consultative services to the contracting officer during construction Revise preliminary operation and maintenance manual and prepare final operation and maintenance manual The design shall be submitted in compliance with NRCS standards for such items. Specifications shall be in NRCS format and submitted in hard copy and in MS Word 97 electronic format and drawings shall be submitted in hard copy and in Auto CADD 2002 electronic format. Firms will be evaluated on the following factors: (1) Professional qualifications necessary for satisfactory performance of the required services (25 points); evaluation will be based on experience and qualifications of proposed key personnel including specialized technical skills, project coordination, management skills, and experience working together as a team. (2) Specialized experience and technical competence in the type of work required (25 points); evaluation will be based on experience related to the preparation of preliminary and final design, specifications, drawings, and operation and maintenance plans for the type of work required. (3) Organization of proposed management plan (15 points); evaluation will be based on coordination of various disciplines, and implementation, organization, and management of quality control/quality assurance system. (4) Capacity to accomplish the work in the required performance time (15 points); evaluation will be based on ability to accomplish multiple work tasks, completion within performance time, ability to add personnel and/or consultants to complete work on time. (5) Past performance on contracts with federal, state, and local agencies and private industry (10 points); evaluation will be based on quality, as demonstrated by sound technical knowledge and judgement, timeliness of performance under previous contracts. (6) Location in and knowledge of the general geographical area (10 points); evaluation will be based on location of the firm, knowledge of the cultural, social, economic, and geographical area and the resources of West Virginia. Interested and qualified firms should submit a completed SF-254 and SF-255 to this office no later than 3:00 p.m. on March 5, 2002. All submittals, including SF-254 and SF-255 documents, shall be originals. NO Fax copies will be accepted. Only firms responding by this date will be considered for selection. This is a TOTAL SMALL BUSINESS SET-ASIDE. The Small Business Size is based on NAICS code 541330, which is $4 million average annual income.
