Description

The contractor shall reapir the Base Sewer System at Travis Air Force Base with a requirements contract. The project to repair Travis AFB?s Sanitary Sewer System shall include but shall not be limited to the following elements of work: (1) installing new Polyvinyl Chloride (PVC) sewer pipe and new manholes (2) cleaning of new sewer pipes and installation of a Closed Circuit Television (CCTV) system for inspection purposes and (3) repair or slip lining of existing pipe. This is a Request for Proposal (RFP), Price Performance TradeOff (PPTO) solicitation. There will be no public opening. Award will be made based upon the Best Value to the Government in accordance with FAR 15. The Government reserves the right to award a contract to other than the low offeror. Period of performance is a base year and two (2) option years. The magnitude of this project is between $5,000,000 and $10,000,000. THE PROPOSED CONTRACT HEREIN IS FULL AND OPEN COMPETITION. Any HUBZone companies that intend to propose on this acquisition shall provide the following information to the Contracting Officer not later than ten (10) days after the publication of this notice: (1) SBA certification of HubZone eligibility; (2) Capability statement of your firm; and (3) a positive statement that your firm intends to propose on this acquisition. Based upon the responses received, the Contracting Officer will make a determination as to whether solicitation will be converted to a HubZone set-aside or continue the acquisition using full and open competition. All responsible offerors must be CCR registered to be considered for award. The closing date and time for submission of offerors will be on or about 31 Oct 02, specific date will be stated in the solicitation package. The solicitation package will be posted on the Electronic Posting System (EPS), on or about 1 Oct 02, which can be accessed at http://www.eps.gov. The government will not provide paper copies of the solicitation or unofficial plan holder list. The unofficial plan holder list can also be obtained on the EPS Site. Telephone, written, Facsimile, or email request for the solicitation package or unofficial plan holder list will not be honored. Potential offerors are responsible for monitoring the EPS site for the release of the solicitation package, and any other pertinent information and for downloading their own copy of the solicitation package. Prospective offerors that plan to download the solicitation are requested to submit company name, address, including your zip plus four, telephone number, fax number, e-mail address, point of contact and size standards to A1C Gion O. Lalican, via e-mail at lalican.gion@travis.af.mil, with courtesy copy to E. Jane Bailey at jane.bailey@travis.af.mil, for inclusion on the unofficial source list.
