Description

The General Services Administration intends to issue a sole source award to General Dynamics Communication Systems of Needham, MA on behalf of the Department of the Air Force, El Segundo, CA 90245 through Solicitation No 9TER-03-JEP-003 pursuant to the authority of FAR Parts 12 and 13.501(a) Sole Source Acquisitions. A quantity of five (5) each of the Taclane KG-175 E-100 Encryptor and software maintenance with a three (3) year warranty and training for two (2) personnel. This National Security Agency (NSA) approved information security equipment is only available through his NSA approved vendor. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other supplies or services will satisfy agency requirements. This information security equipment must be procured through vendors approved by the NSA. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212.-1, Instructions to Offerors, applies to this acquisition to the extend consistent with a sole source acquisition. GDDS shall include a complete copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with it offer. The clause at FAR 52.212-4, Contract terms and Conditions?Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Proposals. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling a similar requirement via e-mail to joe.pechinko@gsa.gov by 4:00 p.m., PST, November 11, 2002. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
