Description

GSA/FTS, Region 5 is announcing its intent to issue a procurement under the authority of FAR 6.302-1 for a sole source acquisition to INOVIS, Inc., 1277 Lenox Park Boulevard, Atlanta GA 30319. Work being accomplished includes: EDI Transaction Set Maintenance, EDI Transaction Set Testing and Certification, Web Interface Programming, WEB EC User Training, Data Transformation Services, Web Server Administration, Supplier WEB EC Access and Administration and Support, WEB EC Data Transfer, DFAS WInS Data Transfer, and Transaction Display. This is a multi-year work effort with option years to be awarded to INOVIS. INOVIS is the proprietary source for TLE client-server and STX mainframe software which serve as the back end of EB/EC transactions. In addition, INOVIS is currently the only source known to have an Internet Value Added Server (IVAS) utilized to run those architectures listed above. Efforts were made to obtain competition for this sole source situation and there is documentation that cost would be incurred and that it is not possible for programs and architectures to be re-written, etc. so as to be of a benefit to the Government. This requirement is identified by solicitation number GS05T03BQ0005. NAICS Code 518210 applies. Size Standard is $21,000,000.00. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals by the designated response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
