Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to procure on a full and open competition basis a Low Band Direction Finding and Monitoring System (LB DFAM). The basic requirements for the LB DFAM and some of the critical specifications are described as follows: The LB DFAM shall consist of a number of fixed and/or mobile stations (mobile stations may be housed in either a 2WD van (CFE) or 4WD truck with a 10 foot enclosure (4WD vehicle & enclosure will be GFE). The LB DFAM system shall have a database server station and network connectivity (LAN/WAN/FO/etc). The government will be responsible for supplying the required network links for each system purchased. Each station (whether fixed or mobile) shall have stand-alone capabilities plus the flexibility for integration into a larger network of (fixed and/or mobile) stations with the capability for data storage and retrieval at a central repository (database server station). Major components of a fixed and/or mobile station shall include: antenna(s), RF receivers and processor(s), a local pc workstation, and LB DFAM software. For the 2WD mobile system, the system will be installed in a suitable van (purchased by contractor) and in the case of the 4WD mobile system, the contractor will install the system in the GFE 4WD vehicle. The antennas are in the VHF/UHF bands (20 Mhz to 3 Ghz) and are used to collect RF in free space. The RF is routed via RF cabling to the RF receivers and processor(s). The antennas and RF receivers and processor(s) are controlled by the LB DFAM software, which runs on the processor. The local PC workstation is used to control the processor(s), store and analyze all collected data, and forward data to the LB DFAM system database server station. The LB DFAM system database server station, which stores all data gathered from remote stations, consists of (1) a high capacity throughput server system running a relational database program capable of providing frequency management and analysis reports and (2) a server management PC to manage the relational database and perform LB DFAM analysis functions. This system shall allow the government to effectively monitor the low band (LB) (henceforth to mean 20 Mhz to 3 Ghz) of the electromagnetic spectrum and insures that the government ranges will be able to create and maintain a clean frequency environment. Specific specifications will be included in the solicitation. The Government anticipates the award of a Firm Fixed Priced Indefinite Delivery Indefinite Quantity type contract for the procurement of a minimum of one and a maximum of eight Low Band System(s) over a three year ordering period. The RFQ will be released on or about 25 November 02 and will be available through the 2.0 Contracts Competency home page at: https://contracts.nawcwd.navy.mil/rfp-nawc.htm. All responsible sources may submit a quotation which shall be considered by the agency. The RFQ will close on or about 23 December 02 and award will be mode on or about 13 January 03.
