- Description
- The Naval Air Systems Command intends to negotiate with Lockheed Martin Tactical Systems, Eagan, Minnesota (LMTS) on a sole source basis for a follow-on production effort for the P-3 Anti-Surface Warfare Improvement Program (AIP). AIP is a pre-planned product improvement program that evolves to incorporate new capabilities. It is contemplated that a firm-fixed price contract with a base year and four one-year option periods will be awarded with 1-10 AIP kits procured in each of Fiscal Year 2004-2008. The resultant contract will include stepladder quantities to allow the purchase of more than 10 AIP kits in one Fiscal Year. Other supplies that may be purchased include Repair Incident to Modification, lifetime buys of obsolete parts, and non-recurring engineering to resolve obsolescence issues. Additionally, as part of the pre-planned product improvement program the following capabilities will be included in the awarded contract: Maritime Strike Targeting (MST) and Digital Instantaneous Frequency Measurement (DIFM). LMTS is the sole integrator of the AIP program and the only source with the requisite knowledge and experience to perform this effort within the desired timeframe and without a production break.
