Description
? General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. ? Proposed Issue Date: December 3, 2002 ? Title of Project: Rehabilitation of the Jacob Riis Bathhouse, Phase IV Description: The work of this contract consists of: 1. Removal and disposal of wood, plaster, and masonry interior partitions, doors and frames, and windows; concrete steps, ramps, and floors; and making openings in masonry walls. Removal and salvage of historic terra cotta tile. 2. Installation of interior partitions, aluminum windows, aluminum storefronts, hollow metal doors, steel gates, coiling doors, salvaged terra cotta tile, skylights, and fabric canopies. 3. Installation of structural steel dunnage and lintels, and repair of concrete composite beams and other structural members. 4. General interior rehabilitation including finishes, millwork, and new mechanical, electrical, and fire suppression systems. 5. Site utility and landscape work, consisting of concrete paving, site lighting, and plantings. Historic Status: The Jacob Riis Bathhouse, constructed in 1936, has been nominated to the National Register of Historic Places, and is a significant architectural and historical resource. As such, the contractor is advised of the following: 1. The work to be performed within this building shall meet the highest standards of preservation and building craftsmanship. 2. The contractor shall be familiar with the Secretary of Interior Standards and Guidelines for Historic Preservation Projects, as introduced in 1976 and amended through subsequent revisions, including the recent amendment of the National Historic Preservation Act (1992). ? Type of Procurement: This solicitation is being issued under the U.S. Small Business Administration program as a competitive 8(a) set aside. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price, with greater emphasis given to an offeror's technical capability, and will then select the contractor whose proposal represents the best value to the government. ? Estimated price range, $1 Million to $5 Million. ? A pre-proposal meeting will be held on December 10, 2002 at the Jacob Riis Bathhouse, Second floor Coast Guard Conference Room, 10:00 a.m. ? Time for completion, 420 calendar days. ? Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. ? Only eligible 8(a) firms may submit an offer that will be considered.
