Description
NA The Louisville District, U.S. Army Corps of Engineers (USACE), plans to procure an indefinite delivery contract for quality assurance (QA) and material testing services to augment permanent USACE quality assurance staff assigned to the McAlpine Lock Replac ement Project. One indefinite delivery contract with pre-priced line items will be acquired by competitive negotiation in accordance with FAR Part 15. The contract period is one year from the date of award with four additional one year option periods. T he proposed procurement is UNRESTRICTED. PROJECT INFORMATION: Services will consist of, but not be limited to: 1) establishment of a materials testing laboratory at the site of the McAlpine Lock Replacement Project; 2) performing independent QA to verify accuracy of CQC tests referenced in specification Divisions 2 through 16 of the McAlpine Lock Replacement Project Construction Contract; 3) on-site inspection of construction; 4) shop inspections; 5) submittal review; and 6) project management of the QA Se rvices Contract. Responding firms should have personnel capable of performing quality assurance work in the following areas: 1) quality assurance project management; 2) on-site materials testing and materials testing laboratory operations; 3) concrete bat ch plant; 4) roller compacted concrete; 5) blasting; 6) steel reinforced concrete; 7) welding; and 8) submittal/lift drawing review. SELECTION CRITERIA: Offers will be evaluated to determine the best value to the Government in accordance with FAR 15.101-1 . Quotes will be evaluated in accordance with the following criteria in descending order of importance: a) experience; b) past performance; c) technical approach; d) price proposal; and e) project management. Large business offerors will be required to p resent a Small Business and Small Disadvantaged Business Subcontracting Plan which will be reviewed as either acceptable or unacceptable. The NAICS for this project is 541380. SUBMITTAL REQUIREMENTS: The solicitation will be available approximately 05 De cember 2002 and will have at least a 30 day advertisement period. There will be no charge for the solicitation package. Interested offerers MUST register through the Louisville District Homepage at http://www.lrl.usace.army.mil/ebs in order to receive th e solicitation CD that will include reference documents. Telephone and/or Fax Requests will not be honored. The solicitation (less reference documents) will be available through the Louisville District Homepage site listed above. Any subsequent amendmen ts to this solicitation shall be downloaded from this same site. Offerors shall submit proposals in accordance with Section L of the solicitation. A pre-proposal meeting and site-visit will be held at the McAlpine Resident Engineer office located adjacen t to McAlpine Lock and Dam in Louisville, Kentucky at 9:00 AM (local time), 17 December 2002. The purpose of this meeting shall be to brief prospective offerors, and to address questions regarding the solicitation. The submission deadline for proposals s hall be no later than 4:30 PM (local time) on or about 16 January 2003. The official submittal date will be listed on the SF1449 solicitation form.
