Description
NA The Volpe National Transportation Systems Center intends to procure on a non-competitive basis, through Simplified Acquisition procedures with Biomedical Statistical Consulting, Wynnewood, PA to prepare a final report assessing the risk of commercial vehicle crashes due to the presence of sleep apnea among truck drivers in support of the Federal Motor Carrier Safety Administration. FMCSA has a requirement to conduct a study to assessing the risk of commercial vehicle crashes due to the presence of sleep apnea among truck drivers. In order to provide a better understanding between the relationship of sleep disorders and truck crashes, a new crash database must be created and existing crash data must be analyzed. The database will consist of driver and vehicle characteristics as well as r elevant factors describing the circumstances and conditions surrounding the crash. The data will cover the period from 1990 to the present. This study must provide an estimation of the relative risk of vehicular crashes for commercial drivers with sleep apnea. It should also examine the relationship between motor vehicular crashes and the severity of sleep apnea amongst commercial drivers. Small Business firms classified under NAICS Code 541990 that are interested in responding must demonstrate in writing within 15 days from the date of this synopsis the following: a) Provide all necessary and relevant proprietary data to perform the analysis; b) gain access to confidential material on the drivers who participated in the study; c) expedite raw data from the Motor Carrier Management Inf ormation System crash file using confidential identification data. Small business firms will be required to submit a maximum of five, but not less than three pages of documentation in support of the above prior to receiving a solicitation. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. RFQ issuance will be on or about December 6, 2002. Telephone requests will not be accepted, only written requests for this RFQ wil l be accepted, however, we will accept requests via facsimile at (617) 494-3024. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) , Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $18.0 million per contract. The DOT provides 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short T erm Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
