Description
The Request for Proposal [RFP] for the continued operation of the Paul Simon Chicago Job Corps Center [JCC], at 3348 South Kedzie Avenue, Chicago, Illinois, 60623, will be available approximately Tuesday, December 3, 2002, on the World Wide Web at http://www.doleta.gov. The resultant contract will cover the period August 1, 2003 through July 31, 2005 plus three Government unilateral option years. The Paul Simon Chicago JCC is located in Cook County and has a capacity of 354 students, [132 residential males, 196 residential females, and 26 non-residential females]. Job Corps is a comprehensive and individualized residential program based on the Career Development Services System [CDSS] model. CDSS components are: Outreach/Admissions, Career Preparation, Career Development, and Career Transition. Job Corps targets disadvantaged and at-risk youth ages 16 through 24, and emphasizes long term employability by providing academic and vocational training and support services. The contractor shall provide academic and vocational training, operate counseling and residential living programs, and provide support services to students to include wellness, student employability records, behavior management and incentive systems, clothing issue, mail, and legal services. The contractor shall also provide overall center management, procurement and property management, facility operations and maintenance, security and safety services, and community relations and public information. All activities will be in compliance with applicable DOL/Job Corps regulations, policies, and handbook guidelines. A walk-through inspection of the Paul Simon Chicago JCC facility, followed immediately by a Pre-Proposal conference will be convened promptly at 10:00 a.m. Central Standard time on Wednesday, December 17, 2002 at the address shown above. Upon entering the facility, prospective offerors must stop at the front desk where they will be provided instructions for the conference. We recommend that you download the RFP prior to the date of the conference, and bring it with you to the conference site. All questions prior to the date of the conference should be submitted in writing to Mr. Cato Howard, Division Chief, Office of Job Corps, 230 So. Dearborn St., Room 676, Chicago, Ill., 60604. Proposals in response to this RFP will be due no later than 12:00 p.m. [noon], Eastern Standard time, on February 3, 2003, at the following address: Ms. Lynn Intrepidi, Contracting Officer, U.S. Department of Labor, ETA, Office of Job Corps, Curtis Center, Suite 815E, 170 South Independence Mall West, Philadelphia, PA., 19106-3315. All responsible sources may submit a proposal that will be considered by this agency.
