Description
The Federal Bureau of Investigation has a requirement for a single contractor to provide call center services using at least two contractor owned and operated call centers to support the National Instant Criminal Background Check System (NICS). The NICS system provides Federal Firearms Licensees (FFL's) (e.g. gun dealers) the ability to comply with Public Law 103-159, known as the Brady Handgun Violence Prevention Act (Brady Act) which requires them to not transfer a firearm to any person without first contacting the NICS to determine whether the transfer would violate Section 922 (g) or (n) of Title 18, U.S.C., or any state laws. Contractor shall be responsible for all equipment (hardware and software), telecommunications equipment and lines into the center, between centers, and between centers and the FBI Criminal Justice Information Services Division in Clarksburg, WV, and personnel (management and staff) to operate the centers. The NICS call centers operate 364 days per year (365 days in leap years), seven days per week from 8 a.m. to 1 a.m. Eastern Time (ET) Sunday through Saturday. NICS call volume can exceed 400,000 calls per month. Requests for the solicitation document RFP-6427 must be in writing and contain company name, address, a point of contact (POC) with that individuals phone number, fax number and E-mail address. Written requests should be sent to the Federal Bureau of Investigation, Attn: Glenn W. Armfield, ITCU-B3, 1000 Custer Hollow Road, Clarksburg, WV 26306. Request must be received by close of business local time December 18, 2002. The contract that results from this solicitation shall be for a base year with four, one year options.
