Description
This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number is issued as a Notice of Intent (NOI3005). The solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure maintenance on a sole source basis using Simplified Acquisition Procedures with Leica Microsystems for a period of twelve months. 1) Confocal Microscope Serial Number 195131, Basic Instrument, Visible Laser UV Lasers and UV fibers, 2) Confocal Microscope Serial Number 175008. Basic Instrument, Visible Lasers and UV Laser. The contractor shall provide all necessary parts, and labor for repair of these instruments. Leica Microsystem is the sole manufacture and is the only vendor that can provide compatible parts for these instruments along with the technical expertise to meet our requirements. No other vendor has the detailed information on the internal operation of these systems. Our research requires continuous use of these instruments. The items listed still carry their original manufacturer?s warranty. 1) Consumable Items: Toner Cartridges, Film, and Printer Chemicals. 2) Output Peripherals: Video Printers, Film Recorders, and Printers. 3) Mass Storage Devices: Hard Disks, CD-ROM Disks, MO Drives, Jazz Drives, Zip Drives and External PC?s. Changing vendors could introduce time-consuming interruptions to ongoing studies. This is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition is 811219 and the Small Business Standard Size is 6.0 million. The purpose of this requirement is for the Biological Imaging Facility to provide and maintain imaging instrumentation for use by all NIAID scientists. Two of the principle pieces of equipment in the facility are Leica Laser Scanning Confocal Microscopes. Each confocal microscope is coupled to several lasers. It is vital that the service contract includes all necessary parts and labor for repair of these instruments. Contractor requirements. To service the confocal microscopes as needed. This includes replacement of defective parts, and alignment of optical paths. At the conclusion of service the confocal microscopes must meet resolution standards established for the instrument, and have UV and visible light co-aligned. Reporting Requirements and Deliverables. Contractor will be paid at the end of each quarter. The head of the Biological Imaging Facility will determine satisfactory service based on response time, and successful repair of the instruments. Inspection and Acceptance Criteria. Confocal systems will be tested for resolution, brightness and co-alignment. The head of the Biological Imaging Facility will perform the tests. The system will be tested weekly to see that all operations are normal and tested at the conclusion of any service work. The Period of Performance December 1, 2002 to November 30, 2003. A firm fixed ?price purchase order is anticipated to result from the award of this solicitation. The place of delivery is Bethesda, Md., and FOB is destination. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212.4 Contract Terms and Conditions Commercial Items; and FAR 52.212-5 Contract Terms and Conditions Required to Implement Status or Executive Orders Commercials Items and FAR 52.225-3 Buy American Act. A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request. Any response to the NOI must be mailed to the Point of Contact indicated below. Offers must be submitted no later than 5:00 P.M. Eastern Standard Time (EST), December 5, 2002.
