Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Geodetic Survey (NGS) intends to procure a Legacy Training Program for NGS employees. This training shall provide the best implementation process to develop succession plans to ensure the continuity of leadership and professional skills to NGS employees. This training is critical to NGS's commitment to Workforce Restructuring to address aging workforce departures and the need to maintain core competencies and plan for covering those subject areas vulnerable to the departures and increase employee awareness of techniques for passing critical expertise to their successors. Each of the three requested Legacy Training sessions for NGS will consist of a group of up to fifteen participants who will work together under the guidance of a Legacy Coach to develop approaches and strategies to create their legacy for the agency. Two sessions will be held within the Washington metro area and one session will be held in Norfolk, Virginia. The training must be completed within six months of the issuance of the purchase order with the first training session to be held during the week of January 13, 2003. Each session includes: Orientation; Assessment; Preparation of a Legacy Plan; Skill Training in Coaching and Mentoring; Implementation and Feedback. Interested contractors must be familiar with government training needs and have an established Legacy Training Program that can be used to meet NOS/NGS needs. Interested contractors are invited to submit a written response for this request to the address above, to be received no later than November 27, 2002. Responses/requests should be faxed to (301) 713-0806. The response shall be no more than five pages and shall include the following: 1) Contractor's capabilities overview (e.g. company history and background, mission statement, products & services offered,location(s) of office(s), client list, personnel list with their qualifications); 2) Proposed training approach; 3) Resumes of personnel to provide training; 4) Past performance information (e.g. relevant experience (3-5 related projects), quality of performance, familiarity with the Federal Government and Legacy Training); 5) Standard pricing information(e.g. training labor rates, tools, training materials, travel costs). Responses from contractors will form the basis for determining if the contractors demonstrate capabilities to perform the requirement. All received cost proposals will be evaluated on a best value basis using the following award criteria: Quality of Personnel - Potential for effective performance; Training approach; Past performance - Relevance and quality of prior performance; and Price. Award will be made using simplified acquisition procedures.
