Description
The U.S. Postal Service is soliciting proposals for an Indefinite Quantity Contract (IQC) for Roofing projects at various USPS-owned or leased facilities located in the Sacramento, CA District which consists of the following counties in California: Alpine, Amador, Butte, Calaveras, Colusa, Portion of El Dorado, Glenn, Lassen, Nevada, Portion of Placer, Plumas, Sacramento, San Joaquin, Shasta, Portion of Siera, Siskiyou, Portion of Solano, Stanislaue, Sutter, Tehama, Portion of Trinity, Tuolomne, Yolo, and Yuba. Contract term will be two years with three one-year renewal options. Initial contract value is $500,000. Postal Service reserves the right to increase the potential value of the contract in increments of $500,000, not to exceed $5,000,000. Quantity of work ordered will not be less than $10,000. Offerors are required to submit a single multiplier to be applied to unit prices to determine the value of each work order issued. The multiplier must contain the offeror's overhead, profit, bonds, insurance, and all other contingencies. No allowance for such items will be made after contract award. Multiple contract awards may result from this solicitation. Offers will not be publicly opened. All proposals information will remain confidential until award. The minority sub-contracting goal for this contract(s) will be 11%. Offerors must submit the following with their proposal: - Minimum of three references for contracts of similar size, scope, and cost over a period of the last three years (include name and phone number of contract) within the counties listed above. - Certified copies of current financial statements as specified in Section J of solicitation. Failure to submit the required documentation will result in finding the offeror non-responsible. Refer to Section M of the solicitation for information on responsibility determinations. Prerequisites for contract award: Any offeror receiving a letter of intent-to-award as a result of this solicitation will be required to submit the following within ten days after receipt of the letter: 1. Performance Bond in the amount of $500,000. 2. Payment Bond in the amount of $500,000. 3. Evidence of current State of California General Building Contractors License a, General Building Contractor License B, or Roofing Contractor License issued in the name of the offeror/contractor or principal of the firm receiving the intent-to-award letter. The Postal Service does not accept individual sureties. There is a non-refundable charge of $25.00 for a copy of this solicitation. Solicitations can be purchased from Pacific Facilities Service Office, Attn: Grace Batesting, 395 Oyster Point Blvd., Ste. 225, So. San Francisco, CA 94099-0300. Please make check or money order payable to USPS Disbursing Officer; note solicitation number on check. Telephone and fax requests for the solicitation will not be accepted. Sealed offers are due by 3:00 p.m. on December 18, 2002. Offers will not be publicly opened and all proposal information will remain confidential until contract award. Offerors are encouraged to submit their proposals via U.S. Postal Service First Class, Priority, or Express Mail.
