Description

CBD COMBINED SYNOPSIS/SOLICITATION (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) This Solicitation MDA946-03-T-0005 is a Request for Quotation (RFQ) for the following services: Maintenance for Motorola fixed, mobile, and portable radio equipment. (iii) This Solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 01-08 dated 27 June 2002. (iv) The applicable North American Industrial Classification System code is 811213, and the corresponding size standard is $6 million. The Small Business Competitiveness Demonstration Program does not cover this procurement. (v) DESCRIPTION OF THE REQUIREMENT: The contractor shall provide all labor, parts, equipment, transportation and necessary supervision to perform repair and maintenance on the below listed equipment. The contractor shall provide annual Preventative Maintenance Inspections (PMI) on the fixed and mobile equipment listed below. The Government point of contact will call and schedule repairs with service technician. The contractor shall provide service 24 hours per day, 7 days per week with 4 hour on-site response time. Special Requirements: Contractor must be an authorized Motorola Service Dealer/Center located within the Local Metropolitan, Washington, D.C. area. Commercial Items (Oct 2000)?. The following provision is being added as an Addendum: 52.252-2 entitled ?Clauses Incorporated by Full Text (Feb 1998)?. Clauses may be accessed electronically at www.arnet.gov/far. The following provision is being added as an Addendum: FAR 52.214-31 Facsimile Bids/Quotes. (vii) The following provision does not apply to this acquisition: FAR 52.212-2 entitled ?Evaluation ? Commercial Items (Jan 1999)?. However, the Government intends to review quotes and award a contract without discussions. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in offers received. Award will be based upon the best value to the Government. (viii) Offers are to include a completed copy of provision FAR 52.212-3 entitled ?Offeror Representations and Certifications ? Commercial Items (May 2001)?. Contractors must provide a copy of their Preventive Maintenance Plan. All contractors must be registered in the Central Contractor Registration (CCR) to do business with the Government. (ix) The following provision applies to this acquisition: FAR 52.212-4 entitled ?Contract Terms and Conditions ? Commercial Items (May 2001)?. The following FAR clauses within the aforementioned clause are being selected as applicable: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41, 52.222-42, 52.222-43. 52.225-16 and 52.232-33. The following clause is being added as an Addendum: FAR 52.243-1 entitled ?Changes ? Fixed Price (Aug 1987) and DFAR 252.204-7004 entitled ?Required Central Contractor Registration (Mar 2000) are applicable.
