Change submittal due date from December 3, 2002 to December 19, 2002; 2. Names of Pre-submittal conference attendees were posted on FBO on November 6, 2002; 3. Pre-submittal conference Questions and Answers are enclosed; 4. Evaluation criteria # 4, Project Specific Requirements (20%). The Small Business Networking Conference will be scheduled after firms are short-listed. 11/18/02 NEW SAN DIEGO COURTHOUSE CONSTRUCTION MANAGEMENT SERVICES QUESTIONS AND ANSWERS QUESTIONS: 1. I would just like to know if the due date has been changed from December 3, 2002? Due date has changed to December 19, 2002. 2. Can you clarify a statement that was made at the pre-submittal meeting on November 5, 2002, and answer a question for me. On the Socio-Economic Goals Chart the following information was given: 49% Small Business 5% Small Disadvantaged Business 5% Woman Owned Small Business Does this mean that 50% of this project will be to a combined group of Small Business, Small Disadvantaged Business and Women Owned Small Business? No, the 40% represent the total Small business amount. The 40% includes the Hubzone small business (2%), small disadvantaged (5%), women - owned small business (5%), veteran-owned small business (3%), and service-disabled veteran-owned small business (3%). Note that of the 40% to all small business firms, 18% is going to the minority category and the remaining 22% is going to other non-minority small business firms. Secondly, can you explain what is meant by the ?Small Business Competitiveness Demonstration Program.?? Yes. The Small Business Competitiveness Demonstration Program was established to (a) test the ability of small businesses to compete successfully in certain industry categories without competition being restricted by the use of small business set-asides, (b) measure the extent to which awards are made to a new category of small businesses known as emerging small businesses (ESB's), and to provide for certain acquisitions to be reserved for ESB participation only, and (c) expand small business participation in 10 targeted industry categories through continued use of set-aside procedures, increased management attention, and specifically tailored acquisition procedures. 3. Is this the Federal District Courthouse? Yes, this is the new Federal U.S. Courthouse for the Southern District of California in San Diego 11/18/02 4. Does the bid include Computer Network Cabling? No! 5. If bid include computer cabling will you use existing hardware owned by the court or will new hardware be installed? N/A ? GSA provides infrastructure. Typically in a new building the tenants provide new equipment, but this is at their discretion. 6. The Pre-solicitation notice for the New Courthouse project states that: ?All services under this contract shall be performed under the direction/supervision of professional architects and/or engineers with substantial construction experience.? Is this required for the CM Services Contract for this project? Yes, this is required for the members of the CM team who provide direction/supervision and professional services oversight. 7. Who will be architect producing concept design and bridging document? A selection has not been made to date. GSA has short-listed six firms to proceed into stage II for final selection. 8. During the optional design/build phase, will the architect responsible for the concept design be retained to review construction drawings, or does the GSA want the CM to include in its team design architects and engineers to check the drawings. GSA will retain the design firm responsible for the concept design through the design/build phase and will review construction drawings for design intent compliance only. The CM will provide design review services for conformance with the Bridging documents. 9. During construction phase, will the CM team be responsible for providing a full time on site inspector of record to check code conformance. Full time inspection service is required during construction. Specialty inspectors for the different disciplines and various building systems will be required during construction. 10. Clarify ?preferably in San Diego County?. Consideration for contract services is limited to firms having an active office in the State of California (geographic limit). (see change #4 to the solicitation) 11. Clarify ?joint venture or firm/consultant arrangements may be considered? Joint Venture - Two firms join together as prime contractor and both are equally liable and responsible. Firm/Consultant - The firm is the prime contractor and the consultants are subcontractors to the prime. The prime contractor is liable and responsible. 11/18/02 Clarify ?have an exiting office within the geographic area of consideration capable of performing 70% of all contract services. The existing office should have the manpower and disciplines necessary to perform at a minimum 70% of the services required in the solicitation. 12. Confirm that SBE requirement may be fulfilled by prime or joint venture. Yes. 13. Clarify that 5% small disadvantaged businesses and 5% small women owned is addition to 40% SBE; what qualifies small disadvantaged? No. Refer to answer # 2. 14. Clarify ?The short-listed CM firms will be interviewed in their established offices in California? they will be coming to CM?s office? When will the interview be? Interviews will be scheduled with the short-listed firms after the conclusion of Stage I in their established office in California 15. What composition will be in the RFP short-listing committee? GSA does not disclose this information 16. Where is the Site? The site is located in downtown San Diego immediately West of the existing Federal Courthouse. The site is approximately 2.27 acres bound by Union Street to the east, Broadway Street to the north, State Street to the West and the Metropolitan Correctional Center to the south. 17. Can a women-owned business be self-certified through GSA forms or business correspondence? No, a women-owned business should be certified by the Small Business Administration. 18. How many copies of the proposal does GSA require? Four (4) copies. 19. Who will be responsible for QC or QA materials testing? a.) Design build team? Yes! b.) Owner? Owner will monitor through the CM and will accomplish any independent testing through the CM. 20. For CM?s which also design Federal courthouses will design experience count for design review experience? No, design experience alone will not satisfy this criteria. If you have experience in the quality control (QC) of project documents (plans/specifications/estimates, etc.) and can demonstrate design review experience, GSA will consider this along with your design experience. 11/18/02 21. Will interviews take place at location of Prime?s office (in a prime/sub situation) or can it take place at sub?s main office ? If more convenient? All interviews will take place in the short-listed firms established office in California. 22. Regarding interview at the proposer?s firm, when the proposer has multiple offices in California, would the GSA wants to go to the office closer to San Diego, or the proposer?s main office? GSA will travel to the short-listed firms designated office in California. 23. Is there a preference for JV firms? Is it encouraged? GSA does not have a preference, the evaluations will be based on the selection criteria. 24. During the pre-construction period, at which location will the CM service be provided? For the purpose of evaluation, assume these services will be performed within the geographic area of consideration. 25. Are the existing buildings or building on the site historical? Will there be any historic preservation issues? Are there any other outstanding issues which GSA is aware of now? a.) Yes. b.) Historic preservation issues include archeological monitoring. Any other issues will be identified at the conclusion of the Section 106 and will be made available to the selected CM firm. c.) GSA is pursuing the closures of E Street and Union Street with the City of San Diego. 26. There is a 40% SBE, 5% small disadvantaged business, and 5% WBE. Can the 40% SBE be met if the prime proposer is an SBE or must the 40% be met by hiring sub-consultants. Refer to answer # 2. Is there a particular interest or emphasis to use local sub-consultants for this project? Offerors must demonstrate that 70% of services will be performed within the geographic area of consideration. 27. What will be the composition of the selection committee? GSA does not disclose this information 28. Is there an environmental impact report available for review? 11/18/02 The Final Environmental Impact Statement (FEIS) and supplement have been completed. GSA has issued the Record of Decision (ROD). The FEIS will be made available to the short-listed firms per request only. 29. What?s the amount of CM portion of the work? Staffing and making sure that 40% of the job goes to small businesses require us to know the cost. The CM contract amount will be negotiated. The Subcontracting plan is due after contract negotiation is complete and the small business requirements apply at that point. 30. Who will prepare design specifications for the demolition/abatement contract? The CM will assist in the preparation of the contract documents. 31. Is A/E design firm or CM responsible for reviewing RFI and submittals during construction? Through the delivery of the Bridging-Design/Build method it is expected that most RFI?s will be the responsibility of the Design/Build Contractor. Any RFI?s associated with the bridging documents will first be reviewed by the CM and forwarded to the Bridging designer if applicable. 32. Are you looking for a full team at stage I P? (Pre-construction thru construction completion) Yes. We will evaluate your design phase, procurement phase and construction phase teams in Stage I. 33. Will the CM firm be required to have all of their 40% small businesses selected prior to the 03 December 02 submittal date or after any job fair for small businesses? The Subcontracting Plan will be negotiated with the selected firm after Stage II. During Stage II, GSA will host a Small Business networking session with the short-listed firms. 34. How do I get established or certify a small business? All small businesses should be certified by the Small Business Administration. 35. In this initial submittal should our complete team, including sub-consultants, be included or will this be required only after the interview process? Any sub-consultants whose experience or capability will enhance your proposal should be identified at Stage I. 36. Can the 40 % small business include the woman owned businesses and the small disadvantaged businesses? In other words the total aggregate could still be 40%? Refer to answer # 2.
