- Description
- This is a sources sought synopsis seeking potential 8(a) certified firms in the San Francisco and Fresno districts, that have an interest in submitting as a prime contractor in an 8(a) competition, an offer to install fencing around major portions of the Operations and Administration areas of Naval Air Station, Lemoore, California. The Project includes fencing and a new gatehouse at Reeves Road entering the newly fenced Administration area. Perimeter roads for patrol vehicles will be required for some areas in the Operations area. Installation of conduits and conductors for intrusion detection systems (IDS) are required at various locations to be defined by Naval Criminal Investigative Service (NCIS), who will design and supply hardware for the IDS. Close coordination with NCIS will be required during the design phase of the design-build contract. The proposed procurement shall be issued as a Firm Fixed-Price contract. The estimated cost range is between $5,000,000 to $10,000,000. All sources shall have the ability to acquire bonding as required. Interested sources shall provide the following information regarding their qualifications, capabilities and experience: 1) Financial capability: provide financial statement showing capability to manage a contract with a value of up to $10,000,000. 2) Bonding: provide maximum bonding capacity; 3) Past Performance: provide references including contract numbers and point of contacts and phone numbers for relevant projects performed during the last three years. Relevant projects are defined as new construction of perimeter/security chain link, fencing and construction of vehicular roads, for which the interested source was prime contractor. These may be government or commercial; 4) Experience: briefly describe the contracts or programs that your firm has worked in the last five years that show experience in performing and overall management of similar types of contracts and show the experience of key managers. Relevant projects are defined as new construction of perimeter/security chain link, fencing and construction of vehicular roads, for which the interested source was prime contractor; and, 5) Management Structure: provide your proposed management structure for this contract with a brief description of the lines of responsibilities, including any major subcontractors, joint ventures or teaming arrangements. This information is required in writing, and failure to provide information on any of the criteria above (#1 through #5) will result in your firm being excluded from further consideration. This information must be submitted no later than close of business December 06, 2002 and may be FAXED to Mary Harding at (650) 746-7480 or 746-7372. If adequate interest is not received from 8(a) firms, the solicitation shall be solicited as ?UNRESTRICTED? and is to be issued on or about February 10, 2003 . The NAIC Code is 235990 (Standard Industrial Code (SIC) 179938). The small business size standard is $11,500,000.
