Description
NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the i nternet after solicitation issuance. Description of Work: This solicitation is for the design, permitting, site preparation and construction of a Base Entrance/Visitors Facility and Gatehouse, Robins AFB, GA. The project will construct approximately 225 SM Base Entrance/Visitors Center and 25 SM Guard House. The new construction will include reinforced concrete floor slab and foundation, masonry walls, brick veneer exterior walls, standing seam metal roof, installation of appropriate electrical, HVAC and fire protect system. Project also includes realignment and extension of the entrance road. The project will be solicited and procured using 8(a) Competitive in Region IV, single phase design-build, best value, Request for Proposals (RFP). The contracto r is required to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. The technical proposal will be evaluated utilizing the factors set forth below. Factor 1: Past Performance, Technic al Approach, and Corporate Relevant Specialized Experience. Factor 2: Design Narrative and Technical Solutions. Factor 3: Management Plan.. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burde n of proof of acceptability rests with the offeror. Estimated Cost Range is from $1,000,000 to $5,000,000. Network Analysis System will be required. COMPETITION WILL BE LIMITED TO 8(a) FIRMS SERVICED BY SBA REGION IV DISTRICT OFFICES (GA, AL, NC, SC, TN, MS, FL, KY) OR MUST HAVE AN ESTABLISHED, VERIFIABLE FULL TIME BRANCH OFFICE (AS DEFINED BY SBA)WITHIN REGION IV WHICH HAVE 233320 AMONG THEIR APPROVED NAICS CODES. Network Analysis will be required. Options are to be included. This solicitation will be i ssued in electronic format only and will also be available on or about 09 December2002 on the internet at https://ebs.sas.usace.army.mil/ Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc .) will be provided. It is the contractor?s responsibility to check the Internet address provided below as necessary for any posted changes to this solicitation and all amendments.
