- NA A&E Firms are reminded that a current SF254 should be submitted annually to the Architect-Engineer Contract Administration Support System (ACASS). ACASS is used during source selection by all DOD authorized construction agents (i.e. USACE, NAVFAC, and Na tional Guard) as well as non-Defense Federal Agencies (i.e. Veterans Affairs, GSA, and Department of Interior) in accordance with federal regulations. ACASS tracks past performance history, SF254 information, and DOD award data. SF254 information stored within the ACASS System is also used to identify firms qualified to perform work that is awarded non-competitively. All SF254s must be signed. Updated SF254s should be mailed to: Contractor Appraisal Information Center, CENWP-CT-I, Army Corps of Enginee rs, Portland District, PO Box 2946, Portland, OR 97208-2946. Firms not currently in the ACASS system may apply for an ACASS number by submitting a completed and signed SF254 (original or duplicate) to the same address.
