Description
NA Sources sought to provide technical support for the Programming Administration and Execution (PAX) DD Form 1391 Processor System and related applications. The U.S. Army Engineering and Support Center, Huntsville is considering award of a contract for the follow-on, Indefinite Delivery/Indefinite Quantity (IDIQ) Service Contract for the ongoing and in-progress effort of the PAX Program using full and open competition. The Contractor must possess expertise in database management, office automation, system a rchitecture, system analysis, system design, program design, WINDOWS/Web development, and QA/QC procedures. Contractor personnel shall identify, develop, and implement new methods and principles for use in computer-aided engineering analysis problems to i nclude exploring advancements in and the adoption and extension of techniques and methods involving mathematical algorithms, theories, and procedures for enhancing of the systems. The Contractor will also develop work processes to solve problems in determ ining the requirements for developing system applications including the use of hardware interfaces, design, and multiple-path structured database files, and to construct relationships involving the modification of mathematical formulas, decision tables and matrix manipulation. It is desirable that the Contractor be proficient in, but not be limited to, COBOL, FORTRAN, FOCUS fourth generation language and its Host Language Interface, C, Visual C++, Visual Basic, HTML, Java, SQL Server, REXX, EXEC2, TN3270 P lus, and ACCESS fourth generation language and be familiar with the IBM VM/CMS Operating System. Sources for this purpose are being sought of experienced firms with a North American Industry Classification System (NAICS) code 541519, with average annual r eceipts of $21.0M or less and who meet the criteria listed above. This synopsis is not a request for proposals/offers. Contractors who feel they can provide the U.S. Army Engineering and Support Center, Huntsville, with the above services, as specified a bove are invited to submit, in writing, an affirmative response which includes, as a minimum, the capability to do the work and evidence of experience, any applicable pricing data, and any information indicating a bona fide ability to meet this specific re quirement. All responsible sources may respond to this synopsis, and all such responses will be considered by the agency. Reference Note 22, the 30 day period for submitting responses is inapplicable, the agency only requires a 15 day period and will con trol the issuance of the solicitation to the contractor.
