Description

NA US Army Contracting Agency, Information Technology, E-Commerce and Commercial Contracting Center (ITEC4), on behalf of the Joint Tactical Radio System (JTRS) Joint Project Office (JPO) proposes to negotiate on a sole source basis with Harris Corporation, R F Communications Division in Rochester, NY, to develop, test and deliver specific cryptographic software products for the Harris Corporation's Sierra II module and associated peripheral processors to support future Cluster JTR set acquisitions of the Joint Tactical Radio System (JTRS). The contract requirement is to design, develop, document, test, deliver, and maintain/upgrade Software Communications Architecture (SCA) compliant cryptographic applications that are certified by National Security Agency (NS A). The resultant contract will be cost plus fixed fee. The Government intents to pursue this action under the statutory authority for other than full and open competition contained in 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies o r Services will Satisfy Agency Requirements. See Numbered Note 22. Responses in accordance with numbered note 22 shall be no longer than five (5) pages and provided in Microsoft Word 2000 format. Responses shall be submitted via email to craig.drew@hqda.ar my.mil within 45 calendar days of the date of this notice. The email subject line should include the phrase 'Sierra II Chip Algorithm Development'. All requests for further information must be in writing and via email to the above address. Telephone reques ts for additional information will not be honored. Acknowledgement of receipt will be issued.
