Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number for this acquisition is: F04700-03-T-9000. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-09 and DFARs Change Notice (DCN) 20021025. This acquisition is Unrestricted. The North American Industry Classification System (NAICS) IS 332911. This acquisition is for the designing, fabricating, testing, and delivery of three (3) High-Pressure (8500 psig) Remote Operated Valves for gaseous and liquid oxygen, and hydrogen service. This acquisition includes Contract Line Item Number: CLIN 0001, *(0001) One (1) each valve ? Tag No. ROV-2210; *(0002) One (1) each valve ? Tag No. ROV-3553; *(0003) One (1) each valve ? Tag No. ROV-3561; (0004) Engineering Drawings; and (0005) Reports and documentation. *A Scope of Work, Specification No. ROSS-1004 ?Specification for High Pressure Control and Remote Operated Valves? package, Specification No. 5017 ?Tubing Materials and Installation? package, and Technical Data Sheets are attached with this announcement. These valves will be utilized in the testing for rocket engine test stands facilities at the Air Force Research Laboratory (AFRL) located at Edwards AFB CA. The contractor is required to design, fabricate, test, and deliver valves as required. This is a time critical requirement and the contractor is required to maintain a 180-delivery completion date work schedule in order to meet the Government?s needs. CONTRACTORS MUST COMPLY WITH DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 2000). Provision 52.212-1, Instructions to Offerors--Commercial; clause 52.212-4, Contract Terms and Conditions--Commercial Items; clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders--Commercial Items (to include: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate 1; 52.219-4, Notice of Price Evaluation Preference for HUBZone Small business concerns; 52.219-8, Utilization of Small Business Concerns; 52.222-26, Equal Opportunity; 52.225-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on special Disabled Veterans and Veterans of the Vietnam Era. DFAR clause 252.2127001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items applies. Applicable DFAR clauses cited in 252.212-7001 are: 252.225-7001, Buy American Act and Balance of Payments Program; 252.247-7024, Notification of Transportation of Supplies by Sea.); clause 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Registration; clause 52.212-2 Evaluation--Commercial Items, the following factor shall be used to evaluate offers: Best Value. The government will use the following factors in evaluating each offerors quote: (i) technically acceptable proposal, (ii) past performance, (iii) delivery, and (iv) price. Technical and past performance, when combined, is more important than price. The offeror must provide three names, numbers, and addresses for past performance information. Offerors must also include a completed copy of the provision 52.212-3, Offeror Representations and Certifications--Commercial Items with their proposal. If the offeror does not have a copy of this provision, contact the Contract Specialist to receive a copy.
