- Description
- The proposed contract is restricted to small business concerns serviced by the Small Business Administration (SBA) Las Vegas NV district offices for participation in the 8(a) program with Standard Industrial Code (SIC) 1542/North American Industrial Classification System (NAICS) Code 236220 specifically included in the Offeror's approved business plan. Subject acquisition is for a broad range of maintenance, repair and minor construction work on real property at Nellis AFB, NV and its sites, including the Nellis North and South Ranges. The contract will be an indefinite-delivery indefinite-quantity (IDIQ) contract and will include a wide variety of individual construction tasks as identified in a Prepriced Database. During the contract period, Base Civil Engineering will identify construction tasks required for each specific job and Contracting will negotiate and issue individual task orders to the contractor for those jobs. The contractor will be required to furnish all labor, tools, materials, equipment, supervision, personnel and all other items necessary to manage and successfully accomplish each project. The contractor will be required to maintain a management office on Nellis AFB in order to receive task orders and provide other management services related to accomplishing individual jobs. The jobs will include tasks in a variety of trades, including but not limited to, carpentry, road repair, roofing, excavation, interior electric, steam fitting, plumbing, sheet metal, painting, demolition, concrete, masonry and welding. The guaranteed contract minimum is $250,000 for the base year with a potential maximum of $7,500,000. The maximum will increase to $8 million for the first option year, $8.5 million for the second option year and $9 million for the final two option years. The performance period will be a twelve-month basic year with four twelve-month option years. The average value of SABER task orders under the current SABER contract at Nellis AFB NV was $75,490 with a range from $1,768 to $709,500. Award will be most advantageous resulting in the Best Value to the Government. Source selection factors include (a) Past Performance, (b) Technical, to include demonstration project and (c) cost.
