PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES CLASSCOD: S--Utilities and Housekeeping Services--Potential Sources Sought OFFADD: U.S. Department of Energy, Savannah River Operations Office, P.O. Box A, Aiken, SC 29802 SUBJECT: S--POTENTIAL SOURCES SOUGHT FOR OPERATION AND MAINTENANCE OF DRINKING WATER SYSTEMS FOR THE U.S. DEPARTMENT OF ENERGY AT SAVANNAH RIVER SITE IN SOUTH CAROLINA DESC: The U.S. Department of Energy (DOE) seeks to identify responsible potential sources and obtain information in regards to operating and maintaining the drinking water systems at the Savannah River Site. The DOE will retain ownership of all property and associated equipment utilized in these drinking water systems. DOE will grant easements and leases, where applicable, for access to property and equipment associated with this effort. OBJECTIVE: Should this contracting action occur, all responsibility for maintaining reliable drinking water service, including such items as environmental compliance, operation, maintenance, major systems renovation, construction, equipment, and manpower will be the responsibility of the utility provider. INSTALLATION AND UTILITY SYSTEMS DESCRIPTIONS: Note: (1) All technical data and information listed below is to be considered either an estimated quantity or an approximate order of magnitude. (2) Some personnel likely will be required to be qualified radiation workers to access facilities within controlled areas. SR will provide the required Radcon training. Description of Facilities: The drinking water systems at the Savannah River Site are complete, independent systems comprised of Government owned treatment facilities, elevated storage tanks, wells, and distribution piping. Some of the water produced by these systems is used for equipment cooling, fire protection water, and make-up water for cooling water systems. Also included in this scope of work is the operation and maintenance of an on-site drinking water bottling facility. Components: Distribution Systems--The main drinking water system is comprised of a primary looped pipeline totaling approximately 27 miles of 10? PVC piping. There are 8 secondary loops being supplied from this primary loop totaling approximately 41 miles of piping of various materials and sizes. Major Treatment Systems--There are 4 separate major treatment facilities, with one serving as a back-up facility when the primary facility is out of service for maintenance or repair. The treatment capacity is approximately 8 Million Gallons per Day (MGD), although the average demand is approximately 1 MGD. Treatment is accomplished by chemical injection. Wells--The major systems are supplied by a total of 8 wells. The other small systems are supplied by their own dedicated wells. Storage Tanks--The major water systems are comprised of 5 elevated storage tanks, ranging in capacity from 100,000 gallons to 650,000 gallons. Bottled Water Facility--This is an on-site facility which produces approximately 3000 bottles per month (5 gallon bottles). Miscellaneous--There are 7 separate water systems classified as small systems which serve less than 25 people each. There are also 8 ultra small systems that are non-potable and are used for hand washing and toilets. These systems are serviced by individual wells and treatment systems. The small systems are disbursed over the Savannah River Site. The most remote systems are approximately 25 miles from the main treatment facility. The operation of the above systems falls under the regulations of the South Carolina Department of Health and Environmental Control (SCDHEC). SCDHEC Regulation R.61-58 specifically governs drinking water, and is the standard applied at SRS and with which a contractor would have to comply. A copy of this regulation may be accessed on the Internet at www.scdhec.net. PROCESS: This request is to gather information from interested parties and is an essential step in determining market interest for the operation and maintenance of the SRS drinking water systems. In order to minimize costs both to potentially interested parties and the government, this notice is issued to determine market interest and feasibility as well as determining contracting strategies. Such strategies may include only selected portions of the water systems listed above. Should insufficient credible interest be identified for this proposed contracting action, it is highly likely that no formal solicitation will be issued. Should interest be determined sufficient, a formal Request for Proposal may be forthcoming. Interested parties should provide a statement of interest on company letterhead. Municipalities and water districts are also encouraged to submit expressions of interest. The statement should include as a minimum, the following information: (1) capability and experience in the operation and maintenance of similar drinking water systems; (2) financial capability to operate and maintain these systems; (3) understanding of the applicable environmental laws and regulations and familiarity and experience with environmental compliance procedures and regulations for the state of South Carolina. (4) Type of business, i.e. state or local government, non-profit, large business, small business, Section 8(a), etc. SITE VISIT AND DATA: Neither a site visit nor the provision of additional data on these drinking water systems is considered necessary for the preparation and submittal of a statement of interest. If a site visit and the provision of additional data are later determined necessary, notification will be provided by way of an amendment to this announcement. If interested in only selected portions of the water system, please indicate which portions of the proposed scope may be efficiently outsourced. DUE DATE: Statements of interest may be submitted electronically to donnie04.campbell@srs.gov, or mailed to U.S. Department of Energy, Savannah River Operations Office, Attn: Donnie Campbell, Contracts Management Division, P.O. Box A, Aiken, SC 29802, within two weeks from the date of this posting.
