- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is N00140-03-Q-0126. This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-09 and DFARS Change Notice 20021025. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. This is a competitive, unrestricted action. The Government plans to award a firm fixed price indefinite quantity/indefinite delivery purchase order for the following: liquid nitrogen & oxygen, and gaseous cylinders of oxygen, nitrogen, and carbon dioxide at NAS-JRB Willow Grove, PA 19090 in accordance with the SOW included herein. The Government intends to award a 3 year contract consisting of the following: (1) Seven month base period ? 01 March 2003 through 30 September 2003 (2) Year one option ? 01 October 2003 through 30 September 2004 (3) Year two option - 01 October 2004 through 30 September 2005 (4) Final option period ? 01 October 2005 through 28 February 2006 There are five contract line items (CLINS) in each option period. The estimated quantities for each year are: CLIN 0001 - 5,000 gallons of liquid nitrogen; CLIN 0002 - 25,000 gallons of liquid oxygen, which must conform to MILSPEC ?MIL-0-2721OF? requirements for purity and shipping; CLIN 0003 - 30 gaseous oxygen cylinders, 20-24 psi, tested hydrostatically; CLIN 0004 - 20 gaseous nitrogen cylinders, 20-1800 psi, tested hydrostatically; CLIN 0005 - 20 carbon dioxide cylinders, tested hydrostatically. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items [52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-19, 52.232-33, 52.232-34, 52.222-41, 52.222-42, 52.222-43]. Quoters shall include a completed copy of 52.212-3 ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications - Commercial Items and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. [The Year 2000 Warranty - Commercial Items applies. This announcement will close at 1600 Eastern Time on 06 December 2002. All responsible sources may submit a quote which shall be considered by the agency. DFARS 252.204-7004 entitled ?Required Central Contractor Registration (CCR) applies. In accordance with FAR 52.212-2, Evaluation-Commercial Items, the evaluation factors are (1) Past Performance and (2) Price. Past Performance will be considered more important than price. Award will be made to the responsible offeror conforming to the solicitation and determined to be most advantageous to the Government. All quotes shall include price(s), FOB Destination, a point of contact, name and telephone number, GSA contract if applicable, and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
