Description
The Division of Network Systems and Telecommunications (DNST), Center for Information Technology (CIT), under the National Institutes of Health (NIH) has a requirement for telecommunication support services. The Telecommunications Infrastructure Branch (TIB) within the DNST provides telecommunications services for the NIH and its respective Institutes and Centers. TIB provides and maintains highly reliable voice services including but not limited to Integrated Services Digital Network (ISDN) telephone systems, analog telephone services, and emergency telephone systems. NIH uses a Lucent 5ESS switch which is located on the NIH main campus in Bethesda, Maryland to support approximately 38,000 NIH phone lines. A combination of Basic Rate Interface (BRI) and Primary Rate Interface (PRI) circuits are provided via the 5ESS switch. In addition to providing voice communications, TIB maintains a Call Center that responds to approximately 1,100 calls per day 24 hours per day 365 days per year from the general public and NIH community. The Call Center also supports an NIH proprietary 104 paging system that is used by NIH customers and the NIH Clinical Center for code blue emergencies. The Video and Cable Management Branch manages the cable plant facilities and the physical cable environment of the telecommunications infrastructure. TIB assists NIH customers in identifying their telecommunications requirements, performs site surveys, provisions services, and oversees the installation of services. TIB relocates existing telephone lines and equipment and configures existing telecommunications features as requested. TIB continually evaluates and tests new technologies such as wireless telephone systems, Voice Over Internet Protocol (VOIP), and other innovative telecommunications services and products as technology evolves. The Video and Cable Management Branch designs and manages the physical cabling infrastructure. They interpret and develop telecommunications and network infrastructure Automated Computer Aided Design (AutoCAD) drawings from building construction drawings. The contractor shall furnish the necessary expertise and personnel to perform a variety of telecommunication support services that include but are not limited to conducting telecommunication building surveys, telecommunication equipment installation, feasibility studies, and system design for the implementation of voice and data systems. The contractor shall participate in testing existing and new telecommunication services and equipment for the NIH community. The contractor shall transport documents and equipment to locations. The contractor shall also provide contract management and administrative support for the telecommunication support services. The contractor shall program and configure Government owned or leased telecommunications equipment that interfaces with the 5ESS Centrex switch. The 5ESS switch located on the Main NIH campus provides dial tone to approximately 38,000 NIH telephone lines. Telecommunication services are also provided to buildings located off of the main NIH campus via Optical Remote Modules located in the Bethesda and Rockville metropolitan area. The TIB provides a full range of services including but not limited to dial tone, telephone sets, voice mail, Call Center, wireless voice, wireless data, and modem pools. These services include Integrated Services Digital Network (ISDN), multipoint, analog, video and audio conferencing. Services are transported via copper and fiber optic cabling. It is anticipated that the solicitation for this requirement shall be available on or about December 3, 2002 on http://www.fedbizopps.gov. This requirement is a Total Hub-Zone set-aside.
