- The Regional Supply Office Oceana, Virginia Beach, VA is issuing a combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation #N60191-03-Q-0001 is being issued as a Request for Quotations (RFQ) and is being considered as a sole source. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. This is an unrestricted procurement. Reference SIC Code 3547. Quotes are being requested for the following items: 16 each Northrop Grumman P/N A55P60239-5, tube assembly that attaches directly to an F-14 . The provision at 52.212-1, Instructions to Offerors ? Commercial applies to this acquisition. The provision at 52.212-2, Evaluation ? Commercial items applies to this acquisition. Evaluation criteria are as follows: (I) Technical capability of the item offered to meet the Governments requirement, (II) Price, and (III) Past performance. The provision at 52.212-3, Offeror Representations/Certifications ? Commercial Items applies (Offeror is requested to include a completed copy of the provisions at 52.212-3 with offer. The Clause at 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions required to implement statutes or Executive Orders ? Commercial Items, applies to this acquisition.
