- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and addendum constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number EOPOA23000 is issued as a request for proposal (RFP). (iii) The RFP and incorporated provisions and clauses are those in effect through FAC 09. (iv) This RFP is not a set-aside acquisition. However, all production facilities used in the manufacture of the product(s) ordered under this contract must be located within an 80-kilometer (50-mile) radius of zero milestone, Washington, D.C. The NAICS code for this industry is 323110 and associated small business size standard is 500 employees. (v) CLIN structure as follows. See the document referenced in paragraph (vi) below for details related to quantities and page counts. Offerors should complete and submit the pricing matrix contained in that document, which shall be used to establish contract prices. (vii) Delivery information is detailed in the document referenced in paragraph (vi). Final delivery date for printed documents: February 2, 2003. Place of delivery and acceptance, FOB Destination: Anacostia Navy Annex, Bldg 410, 250 Murray Lane, SW, Washington DC 20509. (viii) FAR 52.212-1, Instructions to Offeror-Commercial Items, applies to this acquisition. See document referenced in (vi) for addenda, including submittal requirements. (ix) Proposals will be evaluated as to offerors demonstrated technical capabilities, past performance and price. See document referenced in (vi) for detailed submittal requirements and further explanation of evaluation criteria. (x) Offerors must submit a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with the proposal. (xi) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. See document referenced in (vi) for addenda. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (xiv) A Defense Priorities and Allocations System rating does not apply to this acquisition. However, this requirement has critical, time-sensitive delivery dates that must be met.
