- This is a notice of intent to place an Open Market Order to Vanguard for annual subscription agreement. These are for existing Vanguard software products already own by the National Business Center. The National Business Center believes no other source can provide this support and services due to the proprietary nature of this software. This notice of intent is not a request for proposal. No solicitations or RFQ will be forthcoming.
