Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price quotations are being requested and a written solicitation will not be issued. This solicitation F26600-03-Q-A002 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) 12 and 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. This solicitation is 100% reserved for small business. The Standard Industry Classification System (SIC) for this solicitation is 7549 and 7699 and the North American Industry Classification System (NAICS) is 811191 and 811310. Based on the Standard Sizes for a small business it is $6.0 mil or less average, annual gross revenue for the last three (3) fiscal years. The Contractor shall furnish personnel, labor, tools, and transportation necessary to provide lubrication, oil and filter changes and perform operation and safety inspections on government-owned vehicles and equipment located at Area II, 820th Red Horse Squadron. Item description: CLIN 001: Perform on-site periodic and scheduled lubrication, oil, and filter changes. CLIN 0002 ? Perform vehicle operational and safety inspections, ensuring they meet minimum serviceability standards. The Contractor shall conduct the following scheduled inspections for vehicles and equipment: ALL GAUGES /SWITCHES - Operate engine and applicable components as necessary and check for proper gauge operation; CLUTCH-Check for proper operation and security of linkage (On hydraulic assist applications, check fluid levels and lines and components for leaks); BRAKES-Check for proper fluid level, evident leaks and proper operation of hand and foot operated brakes and components; FIFTH WHEEL-Inspect 5th wheel wedges for flat/level mating surface and proper alignment, and inspect wedge bolts for cracks and specified torque; TRANSMISSION-Check fluid level, fill or replace as required, replace filter when applicable, inspect for leaks, proper operation, linkage adjustments and neutral safety switch operation when applicable; SEAT BELTS- Inspect for proper operation and check for cleanliness and for frayed/deteriorated condition; STEERING SYSTEM- Check fluid levels, fill or replace as required, check components for wear, operation, and leaks; COOLANT SYSTEM-Check fluid level, fill or replace as required, inspect hoses for leaks, wear or cracks, inspect radiator assembly for leaks or and general condition, take specific gravity reading, and annotate on inspection sheet; ENGINE-Drain oil and replace with new, replace filters, check security and operation of mounted components, and check for proper operation and leaks of engine assembly; DRIVE BELTS- Check for proper tension and cracks or abnormal wear/damage; FUEL SYSTEM- Check for proper operation and leaks, drain tank sump if applicable, replace all filters, and prime fuel system; EXHAUST SYSTEM-Check for exhaust leaks, security of hangers and clamps, check general condition of all components; SUSPENSION-Check shackles, springs, ball joints, ball joints/kingpins upper and lower control arms for wear, inspect shock absorbers/struts for wear, mounting and leaks; WHEELS AND TIRES-Inspect for abnormal wear, visible damage and correct air pressure, check lug nuts for tightness; VEHICLE LIGHTING-Check all interior/exterior lights for general condition and operation; TOWING ATTACHMENTS-Inspect for proper mounting and locking, safety pin installation and caution decal; BATTERY-Clean and service terminals and battery box/hold down, perform specific gravity checks on refillable batteries, check battery terminals for corrosion, and inspect cables for wear/corrosion; CORROSION-Inspect complete vehicle for corrosion; HYDRALIC SYSTEM- Inspect fluid level, inspect fluid for contamination, fill or replace as required, check components and lines for leaks; FUEL SERVICING EQUIPMENT-Test static ground reel for ohms resistance and document reading on inspection checklist; HEATER DEFROSTER, AIR CONDITIONER-Inspect for proper operation and check for leaks in system; GLASS AND MIRRORS-Inspect windshield for cracks and separation, inspect mirrors for visibility and mounting security; WINDSHIELD WIPERS/WASHER-Check for condition of blades, inspect wiper arms, wiper motor and washer for proper operation; AIR CLEANER-Clean/Service or replace as required; DRIVELINE-Inspect drive shaft(s), u-joints and boots, slip yokes, and center bearings for wear and lubrication; MARKINGS-Ensure markings/decals are legible and secured.; CRANES/CRANE SHOVELS- Inspect cables, hooks, hoists, clutches, brakes and insulators, pulleys for excessive wear and proper operation and inspect boom and boom attachments for cracks; HIGH REACH/LINE MAINTENANCE TRUCKS-Inspect structure and all welds for defects/cracks and inspect cables/chains for wear and proper operation; FORKLIFTS-Inspect tines and carriage welds for cracks and ensure carriage frame and tines are not bent; and WOOD PLANKS/PLATFORMS-Inspect for dry rot, deterioration, cracks and mounting. Contractor shall place disposable oils and lubricants in Government-furnished containers. The Government will dispose of oils, lubricants, filters, etc. Services shall be performed Monday through Friday between the hours of 7:00 A.M. through 4:00 P.M., excluding holidays or weekends, at the 820th Red Horse Squadron Vehicle Maintenance Compound. Vehicle bays are available at vehicle compound to perform work. The Government will provide all oil, lubricants, filters, and incidental supplies. The Contractor is expected to provide labor and tools necessary to complete required work. The Government intends to award at least one Blanket Purchase Agreement (BPA) for services described and may award multiple BPA?s with more than one supplier of the same type to provide maximum practicable competition. The Contracting Officer or Authorized Contracting Representative may make requests for services during the period of 1 December 2002 to 30 November 2007. Offeror Representations and Certifications (Attachment 1), Wage Determinations (Attachment 2), Price List Format (Attachment 3), Terms and Conditions, dated 31 October 02 (Attachment 4), and Past Performance Reference Sheet (a minimum of three references, Attachment 5) will be released on the Federal Government Electronic Posting Systems (EPS) site, http://eps.gov. Amendments will be posted on the affected solicitation page EPS site. It is the offeror?s responsibility to monitor this site for the release of amendments (if any). Offerors who fail to complete and submit the requirements above may be considered non-responsive.
