Description
This sources sought announcement is a notice that TRICARE Region 6, 7= , & 8 which includes all Military Medical Treatment Facilities (MTF=92s) in the states of Texas, Arkansas, Louisiana, Colorado, Arizona, Kansas, Missouri, Idaho, Oklahoma, New Mexico, North Dakota, Montana, Nebraska, Nevada, South Dakota, Utah, and Wyoming in conjunction with The Department of Veterans Affairs which includes all VA Medical Centers (VAMC=92s) in the 50 states, DC and Puerto Rico are in the standardization process for the product line of portable or spot check Vital Sign Monitors for automated measurement of patient vital signs including, but not limited, to the accurate measurement of non-invasive blood pressure, pulse rate, temperature and oxygen saturation. The intent of this joint standardization procurement is to establish regionally preferred sources for hospital supply items to standardize purchasing of products for these MTF=92s and to establish a national mandatory source for the VA. This procurement may result in multiple awards. Additional TRICARE Regions may elect to join after award.=20 Additional price consideration will be requested at that time.=20 Clinical Product Teams (CPT) and User Groups will evaluate this product line. CPT=92s and User Groups are composed of physicians, nurses and clinicians who have expertise and knowledge of the products. They will review and technically evaluate any samples submitted. TRICARE Region 6, 7, 8 and VA deems the CPT and User Group members to be medical experts. Therefore, they are qualified to determine which products are acceptable. Companies interested in having their items evaluated for possible inclusion in the standardization process should carefully review the following item requirements: 1) Full product line with a variety of monitors 2) Latex free 3) Lightweight 4) Portable 5) Offers a variety of mounting options, mobile stands, wall mounts, etc. 5) Multi-parameter settings 6) Oral probes and optional rectal probes 7) Display is easily visible 8) Extended battery life 9) Ability to service all MTF=92s and VAMC=92s identified above with clinical support, education programs and utilization reports 10) provide volume discounts and support a return goods policy 11) The ability to provide and assist in a plan of implementation, including a conversion chart to show competitors like items. Distribution of these products for DoD=92s MTF=92s may be accomplished either direct or through the DSCP ECAT program.=20 For information regarding the ECAT program, please visit http://www.dmmonline.com/equip/ecatIP.asp. Distribution of these products for VA Medical Centers will be accomplished on a direct order basis only. This is not a Request for Proposal and samples are not being requested at this time. The purpose of the sources sought notice is to seek commercial sources that will meet the U.S. Government requirements. Suppliers must be current Federal Supply Schedule (FSS) contract holders and may be required to conduct clinical trials and provide clinical samples at no cost to the government. If your company currently holds an FSS contract for this Medical/Surgical Product Line, your company is eligible to participate in this joint standardization procurement. After you have notified the VA National Acquisition Center that your company wishes to participate, your company will be notified prior to the start of the standardization process. O. Box 76 Hines, IL 60141.=20 DoD facilities may require vital sign monitors that are flight certified; therefore, please advise as to whether or not your product is flight certified. Please include a cover letter identifying a point of contact in case we have any questions regarding the product. If the CPT or User Group recommends a company, the National Acquisition Center may request sales data to facilitate a conversion plan. This information will be treated as proprietary and not releasable.
