- Description
- Pursuant to exception (1) of the Competition in Contracting Act, the Department of Energy plans to award a sole source Indefinite Delivery/Indefinite Quantity (IDIQ), Firm-Fixed-Price, Delivery Order contract to the Russian Federation Supplier to provide up to 30 kilograms of plutonium-238 for use in the Department's Space and Defense Power Systems (NE-50) Program. This material is used as a heat source in the generation of electricity that is used to power instruments onboard civilian spacecraft. The material must conform to existing, stringent chemical and isotopic specifications (available upon request). The plutonium-238 content of the material must be not less than 85 percent of the total plutonium at the time of delivery. Material acquired under this initiative will supplement existing U.S. inventory. Delivery will be made over a five-year contract period. Any other responsible sources may submit a proposal which will be considered for award. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT.
