Description
The Defense Information Systems Agency (DISA) is seeking sources to compete on a full and open basis for a Firm fixed Price purchase order for a replacement Emergency Notification System (ENS). The Government will be responsible for the installation and operation of the system. The ENS shall consist of commercial-off-the-shelf (COTS) components and Non-Developmental Item (NDI) to the maximum extent practicable. The ENS must be wholly owned and operated by the Government and cannot rely on any commercial infrastructure. The Statement of Work (SOW) may include but not be limited to software development, logistics considerations, maintenance, environment (to include exposure, storage/transportation, electronic coverage/connectivity, performance and reliability, and safety) equipment (to include request devices (i.e., antennae, power requirements, urgent request devices and routine request devices, notification Devices and central management units). There will be information exchanges between the Government and the contractor that will lead to a contractor prepared and conducted design review. The contractor shall also provide the Government with operational and maintenance manuals for the ENS System, training, and installation support. The Government is seeking a three (3) year warranty for all ENS components and a four-year extended operations and maintenance/ warranty support option beyond the original three-year warranty. In addition, the Government will be seeking an option, with pricing, for the purchase of additional ENSs for a period of five years after contract award. The ENS shall operate in a frequency band in which the United States Government has primary user status or can obtain primary user status and shall be capable of being operated at locations around the world. This synopsis is a Sources Sought Notice for acknowledgement by those sources that can supply the requested services and supplies.
