Description
Solicitation to be posted approximately 11/08/2002. I. =09DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment and labor necessary to ensure that non-staffed, catered food services are provided to the VA San Diego Medical Center, (a medical facility located within the VA San Diego Healthcare System) in San Diego, California, in accordance with maintenance standards established by the U.S. Department of Health and Human Services Food Code standards.=20 The contractor shall submit billing documentation as identified throughout this SOW. Contractor requests for documentation and responses related to the food services provided shall be coordinated through the VASDHS point of contact (POC).=20 Contractor tasks include: =84X Sanitation Requirements =84X Food Preparation off-site =84X Delivery of Food =84X Presentation of food at a designated location at VA San Diego Medical Center =84X Provision of food clean-up services at the completion of meal times =84X Managing supplies and equipment needed to provide complete, non-staffed, catered meal service The VA San Diego Healthcare System Weekend On-Call Resident Meal Service Operation consists of the delivery of food from a contractor off-station to the VA San Diego Medical Center. The meals are provided at designated times on weekends and holidays, as noted in the table below. The meals are provided in order to meet the nutritional needs of on-call residents who are restricted to the grounds of VA San Diego Medical Center during a period of time when on-site food services are not available because: a. Resident meal times occur after on-site meal facilities are closed, or, b. On-site meal facilities are closed on Federal holidays. Eligibility for catered food services. Weekend On-Call Resident Catered Food Service is provided to approximately 13 personnel 2-3 days a week, depending on whether a federal holiday occurs during that week. The number of personnel may vary, depending on rotation schedules and resident staffing, but will generally not exceed 20 personnel. II. =20 =09SANITATION REQUIREMENTS. The contractor shall comply with all federal, State and County sanitation laws and regulations. The contractor shall: a. Clean and sanitize equipment and utensils prior to delivering them to VA San Diego Medical Center.=20 b. Clean and sanitize area in which food was delivered for the previous meal, prior to serving the current meal. For example, contractor will remove breakfast meal equipment and leftover breakfast meal items and clean serving area prior to placing the food and equipment for the lunch meal in the same area. c. Assist the VASDHS by ensuring the cleanliness of the food serving area at the time of food presentation and upon removal of food for the next meal serving. Non-reusable waste materials (trash and garbage) will be removed from the facility by the VASDHS housekeeping staff. =20 III. FOOD PREPARATION OFF-SITE Food will be prepared off site at Elijah=A1=A6s Restaurant and Bakery, located at 8861 Villa La Jolla Drive, La Jolla, CA, 92037 in accordance with health and maintenance standards established by the U.S. Department of Health and Human Services Food Code standards. Meal choices must be varied, and the same meal must not be served within a 30 calendar day period. All meal sslections must consist of a vegetarian meal item and a meat meal item. IV. DELIVERY AND PRESENTATION OF FOOD Contractor will park under the main canopy of VASDHS for a maximum of 20 minutes for food drop off and pickup. Delivery person will check in at the Police Desk PRIOR to delivering the food to room 4003, 4th floor, Center Core.=20 Police/Security will make periodic foot patrols of room 4003 during the mealtimes.=20 Food will be delivered to VASDHS according to the following meal schedule below: DAY OF WEEK=09TIME OF MEAL DELIVERY=09MEAL HOURS SATURDAY DINNER=096:00 p.m.=096:00 p.m. - 8:00 p.m. SUNDAY (and Holidays) BREAKFAST=097:45 a.m.=098:00 a.m. - 10:00 a.m. SUNDAY (and Holidays) LUNCH=0910:45 a.m.=0911:00 a.m. - 1:00 p.m. SUNDAY (and Holidays) DINNER=095:45 p.m.=096:00 p.m. - 8:00 p.m. V. PROVISION OF FOOD CLEAN-UP SERVICES Upon completion of meal times, contractor will remove any unused food and clean up the serving area for immediate presentation of the next meal. The contractor shall cleanup those areas that immediately affect customer service to include appearance of the serving location inside room 4003. To ensure customer satisfaction, the VASDHS POC conducts customer surveys and solicits customer comments through various methods regarding quality and presentation of food. VI. MANAGEMENT OF SUPPLIES AND EQUIPMENT USED FOR THE PROVISION OF FOOD SERVICES The contractor will provide all serving equipment (trays, coffee urns, chaffing dishes, etc.) and utensils such as napkins, plasticware, cups, and condiments at the time of meal delivery. The contractor shall maintain stock level of specific supplies required to peform this contract. VASDHS will be financially responsible for the loss of or damage to the contractor=A1=A6s equipment and supplies. Contractor will report any equipment discrepancies to the VASDHS POC immediately upon becoming aware of an incident related to the equipment and/or supplies. VII. VASDHS FURNISHED PROPERTY AND SERVICES. The VASDHS will provide the equipment, materials and services listed below: =20 1. Serving location. The VASDHS has designated room 4003, 4th floor, as the serving location for all on-call resident catered food services. 2. Housekeeping services. The VASDHS will provide housekeeping services for room 4003. Services will include sweeping of the floor in the immediate food serving area (if necessary), emptying of the trash and securing of the room upon completion of housekeeping duties. VIII. Security Requirements. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the VASDHS, shall abide by all security regulations of the VASDHS.=20 IX. =09Contractor Personnel. The contractor shall provide a full-time contract manager who shall be responsible for the performance of the work. The VASDHS POC shall know the name of this person, and an alternate or alternates, who shall act for the contractor when the contract manager is absent. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available at all times upon to meet with the VASDHS personnel to discuss problem areas. The contract manager and alternate or alternates must be able to fluently read, write, speak, and understand English.=20 The contractor shall also designate an individual from the accounting department who is able to discuss with the VASDHS POC financial matters related to the contract. The VASDHS POC must be notified of any changes in contractor management personnel as soon as possible, but prior to the changeover to new personnel. =20 Contractor employees shall not loiter in any working or patron area. Upon completion of the delivery and retrieval of catered meals and equipment, employees shall promptly depart from the VASDHS. BILLING PROCEDURE In accordance with the current established procedure, the contractor shall submit via fax, an invoice and billing documentation at the end of each calendar month. Any contractor requests for documentation and responses related to the food services provided shall be coordinated through the VASDHS POC.=20
