Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation of Purchase Request F15CERF21840300 is issued as a request for quotation (RFQ). (iii) This solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-09. (iv) This acquisition is set aside for small business. The associated NAICS code is _532210_ and small business size standards is ____$6,000,000_____. . (v & vi) Schedule see attached Statement of work and bid schedule. SECTION C-1 GENERAL 1.1. SCOPE OF WORK. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items or services necessary to provide washers and dryers at Laughlin AFB, Texas. The contractor shall provide the equipment, attachments and maintenance for repair and replacements. 1.2 KEY CONTROL 1.2.1. KEY CONTROL. The contractor shall establish and implement methods of ensuring all keys and lock combinations issued to the contractor by the government are not lost, misplaced or used by unauthorized persons. No keys or lock combinations issued to the contractor by the government shall be duplicated. Contractor is responsible for providing government with methodology of accomplishing this task. 1.2.2. It is the responsibility of the contractor to prohibit the use of keys and lock combinations issued by the government by any persons other than the contractor?s employees. It is also the responsibility of the contractor to prohibit the opening of locked areas other than by the contractor?s employees engaged in performance of assigned work in those areas. This prohibition dose not include barring government personnel from performing official duties. 1.2.3. Lock Combinations. The contractor shall establish and implement methods of ensuring all keys and lock combinations are not revealed to unauthorized persons. Contractor shall provide the government with it plan on accomplishing task. 1.3. HOURS OF OPERATION. 1.3.1 Normal hours of Operation. The normal duty hours for the base are 7:30 a.m. to 4:30 p.m., Monday through Friday. The contractor shall not be limited to performing services during these hours, he / she will be allowed to perform services as directed by the contracting officer. 1.3.2 Base Holidays. New Year?s Day, Martin Luther King?s Birthday, President?s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas. SECTION C-2 CONTRACTOR FURNISHED ITEMS AND SERVICES 2.1. CONTRACTOR FURNISHED EQUIPMENT. Contractor shall furnish at the start of contract new washers and dryers. The estimated 67 washers, 73 dryers (including 5 stackable washer/dryer units) shall be required. This requirement during the course of contract may be increased or decreased. When extra washers and dryers are required for this contract, they shall be new. If not new, approval of machines shall be required from the contracting officer, prior to installation. These machines shall not be coin operated. 2.1.1. Wide 2.1.4. Numbering. The contractor shall ensure that all machines are numbered by their location, for example Bldg 255 machines shall be numbered 255-0001 in consecutive sequence. These numbers shall be maintained during the contract period. Numbers should not be unreadable or peeling off machines. Numbers should be located on the upper right hand side of machine front. SECTION C-3 SPECIFIC TASKS 3.1. REQUIREMENTS. The contractor shall provide new and operational washers and dryers and their attachments for various locations on Laughlin AFB Texas. Contractor shall also provide the repair, replacement, and movement of equipment to keep equipment in operational condition for service. 3.1.1. The contractor shall provide equipment and attachments such as the cords, plugs and any hoses to and from equipment. The contractor shall maintain equipment and attachments. Vent hoses shall always be connected, hoses to washers will not have leaks at any connection to the washers or in the hoses themselves. Washers and dryers shall be kept in good working condition. 3.1.2. The contractor is to provide repair or replacement of malfunctioning equipment or attachments within 24 hours of notification by the designated representative of the contracting officer. 3.1.3. The Government will be liable for theft, damage beyond normal user wear for contractor-installed equipment. 3.1.4. Contractor will not be responsible for cleaning dryer lint screens on the walls in building 255 and 256. 3.1.5. The contractor shall notify the designated representative of the Contracting Officer when washers or dryers are to be out of service for more then 48 hours. A replacement machine will be provided within 48 hours, or the contracting officer may deduct one months rental fee on that machine. 3.1.6. Washers and dryers may have to be temporarily relocated and reinstalled due to government construction or a change in the requirements. The locations are an estimate and may change at the direction of the Contracting Officer. 3.2. DAMAGE. Contractor shall be held liable for any damage to Government or Personal property he may cause during service operations. 3.3.
