Description
The General Services Administration (GSA) requests letters of interest from firms in a negotiated Construction Management (CM) professional services contract to performs project management and planning services, design phase services (excluding actual design), procurement phase services, construction phase services, reimbursable supplemental services, claims testing and miscellaneous services. Services will be performed at various building in Washington, DC and the National Capital Region (NCR). This will be a firm fixed price, indefinite quantity contract with a base year and four (4) options. The duration of the contract(s) shall be for (1) base period, followed by four (4) option periods, not- to-exceed $5,000,000, for a total contract value not-to-exceed $25,000,000. Multiple works orders will be written against the contract(s). Up to Three-CM firm fixed price, indefinite quantity contracts may be awarded, subject to the availability of funds. Consideration is open to established, qualified firms licensed to perform professional services (FAR 22.1102), which currently have active, properly staffed offices within the continental United States (including subcontractors). Consideration for this contract is limited to firms or joint ventures (either with consultants) located within Maryland, Virginia, or the District of Columbia demonstrating the capability to coordinate the required services in their own active production offices located in the NCR. Firms not currently located within a 50-mile radius of the Washington Metropolitan Area (NCR) must establish a local active production office within 30 days after contract award. The boundaries of the NCR consists of the District of Columbia; Montgomery, and Prince George's Counties in MD; Arlington, Fairfax, Prince William and Loudoun Counties in VA; and the Cities of Alexandria, Falls Church and Fairfax in VA. There will be no travel premium allowed for projects within the NCR. All work will be performed according to GSA authorized and approved standards. This negotiated solicitation is open to both small and large business firms. The professional firm (if not a small business concern) shall be required to present an acceptable Small Business and Small Disadvantaged Business Subcontracting Plan in accordance with Public Law 95-507 as part of its proposal. This procurement is open to small and large business concerns. Consideration is open to established, qualified firms licensed to perform professional services (FAR 22.1102), which currently have active, properly staffed offices within the continental United States (including subcontractors). RFP's will be available for issuance on or about February 05, 2002. The request for proposal is being issued only electronically. Hard copies of the RFP are not available. Interested firms may download the request from the Internet at http://www.fedbizopps.gov/. All qualified responsible firms are encouraged to participate in this procurement. Small and small disadvantaged firms are encouraged to participate as prime contractors, or as members of joint ventures with other small businesses. Professional firms having the capacities to perform the services described in this announcement are invited to respond not later than 15 days from the date of publication of this notice by submitting requests letter of interest TO: General Services Administration, 7th & D Street, SW, Bid Room 1065, Washington, DC 20407 by 3:30 p.m. local time on the DUE date of this notice.
