Description
The Transportation Security Administration (TSA) seeks qualified firm(s) to provide for a full range of Human Resources (HR) services for TSA applicants and employees. This does not include the Executive level staff or the Office of Chief Counsel staff. The TSA workforce is currently statutorily established at 45,000 Full Time Equivalents (FTE) located throughout the nation, including all fifty (50) States, the District of Columbia, the U.S. Virgin Islands, Puerto Rico, Guam, Pago Pago, Midway and the Mariana Islands. There will be a higher number of actual employees due to part-time personnel. The total number of employees is estimated at 67,000, as requested in the President's FY 03 budget. As TSA's responsibilities change to include other modes of transportation, this number may change. TSA seeks a firm(s) with a demonstrated history of successful implementation of projects of similar scope and magnitude. The Contractor shall be required to meet or exceed dated mandates and other legislative requirements of the Aviation and Transportation Security Act (ATSA), Pub. Law 107-71. The HR services to be provided include the entire range of Federal HR functions divided into two (2) sections. SECTION ONE (1) is for qualification, recruitment and examination. This section includes, but is not limited to, initial and attrition qualification, recruitment, examination, testing, assessment and staffing. Attrition among Security Screeners who make up the largest employee group is expected to be 25% per year. For Law Enforcement Officers (LEO), expected to be the second largest employee group, approximately 2,000-2,500 out of the workforce of 3,000 are expected to remain to be recruited, assessed and processed for entry on duty during the first year of this proposed contract. Only screeners and LEOs are expected to require specialized testing and assessment prior to hiring. SECTION TWO (2), HR management and administration is for all Federal employees and shall be centrally managed. This section includes, but is not limited to, benefits counseling, personnel action processing, record-keeping, maintenance of Official Personnel Folders, providing information and reports to TSA, and providing on-going HR services to employees, supervisors and managers. For SECTION ONE (1) the Offeror must demonstrate the ability to: 1) Provide TSA with the timely hiring of a diverse and well-qualified workforce by performing nationwide, staffing functions, vacancy announcement processing, candidate communication, assessment and recommendation for selection of candidates. 2) Provide fully automated staffing functions to include the capability to issue vacancy announcements, process applications, make qualification determinations, provide "real-time" applicant information (e.g. applicant qualification determination), rate candidates, generate certificates and notifications. 3) Provide Federal HR functions including, but not limited to, merit principles, excepted services appointments and veterans' preference. 4) Have and maintain an established communication capability to effectively communicate with all customers, including a large number of candidates, TSA, and other contractors providing related services to TSA. 5) Maintain records and report timely to TSA on activities performed under the contract. 6) Operate on a national as well as regional level, including all fifty states, the U.S. Virgin Islands, Puerto Rico, Guam, Pago Pago, Midway and the Mariana Islands. 7) Administer TSA provided pre-employment examinations, written (manual [paper and pencil] or computer based), oral, physical ability and medical assessments. 8) Interface with other Contractors/entities to conduct pre-employment background checks including fingerprinting, criminal background checks and credit checks as well as providing TSA with information (e.g. list of candidates eligible for training). 9) Provide non-selection notification to unsuccessful candidates. For SECTION TWO (2) the Offeror must demonstrate the ability in accordance with Federal HR requirements to: 1) Provide prompt and accurate notification of selection to selected candidates. 2) Provide orientation and the initial in processing, Entry On Duty (EOD) functions. 3) Provide a full range of quality and timely day-to-day HR services to a large, geographically dispersed and diverse workforce. 4) Provide benefits counseling, personnel action processing, all HR record keeping, and maintenance of Official Personnel Folders. 5) Provide regular and ad hoc information and reports to TSA. 6) Provide on-going HR services to employees (e.g. verification of employment, answering benefits questions). 7) Provide information to supervisors and managers regarding HR maintenance and management issues. 8) Have and maintain an established communication capability to effectively communicate with all employees. 9) Have the ability to integrate and interface with Federal HR IT systems. DOT legacy information systems include, Time and Attendance system, Integrated Payroll Personnel System (IPPS), data inputs from the DOT's legacy, Consolidated Personnel Management Information System (CPMIS) and the payroll systems, Consolidated Uniform Payroll System (CUPS), and the Learning Management System (LMS). Interested parties should submit a qualification statement, not exceeding ten (10) pages that address the following issues: For SECTION ONE (1): a) Identify two (2) contracts of similar scope and magnitude that your company performed as prime contractor. Similar scope and magnitude is defined as nation wide implementation of a system covering at least 10,000-15,000 employees requiring specialized testing/assessments. Provide the name of the customer(s), name(s) of the point of contract, with telephone number. Identify whether it was a Government or commercial entity. b) General Corporate capabilities, to include, but not limited to; length of time in business, number of employees, locations nation wide, assessment/testing and IT capability. c) Contractor's demonstrated capability to meet all qualification requirements set forth in Section One (1) above. For SECTION TWO (2): a) Identify two (2) contracts of similar scope and magnitude that your company performed as prime contractor. Similar scope and magnitude is defined as nation wide implementation of a system. Provide the name of the customer(s), name(s) of the point of contract, with telephone number. Identify whether it was a Government or commercial entity. Identify the number of personnel files maintained for the largest customer. b) General Corporate capabilities, to include, but not limited to; length of time in business, number of employees, locations nation wide and IT capability. c) Contractor's demonstrated capability to meet all qualification requirements set forth in Section Two (2) above. Offerors may submit qualification statements for one section or both sections. If an offeror is submitting responses for both, the offeror shall submit two (2) separate qualification statements, each within the page limit specified above. A Government Team will evaluate the qualification statements received and will determine which submissions meet the Government's need/requirement, as stated above. Offerors who meets the TSA's minimum need/requirement, will be included in the bidders mailing list. Any offeror who fails to demonstrate that they meet the TSA's minimum need/requirement, will be excluded from any further consideration.
