- NASA's Goddard Space Flight Center (GSFC), is seeking an industry partner(s) for participation in the development of the Fourier-Kelvin Stellar Interferometer (FKSI) Spacecraft. This mission is to be proposed to the NASA Announcement of Opportunity (AO) for the "Discovery Mission." Additional information about this AO can be found at http://research.hq.nasa.gov/code_s/open.cfm. We envision the AO to be released in January of 2003. The potential industry partner(s) will: a. help prepare the FKSI Spacecraft for the initial proposal submittal; b. assist in the Phase A concept studies if FKSI is down selected; and c. provide a flight qualified system should FKSI be selected for flight. For the portion of this partnership opportunity dealing with the preparation of the initial submission to the Discovery AO, there will be no exchange of funds between the teaming partners. Funding will be available for Phase A and subsequent phases should FKSI be selected for those additional phases. GSFC plans to select a partner(s) using the following steps: 1) Issue the Partnership Opportunity Document (POD), which includes a mission overview of the FKSI mission, instruments, and science and instructions about how to respond to this partnership opportunity; 2) Receive proposals in a presentation format (viewgraphs) that shall not exceed 40 pages. The font size for the text shall be no smaller than 14 point; 3) Evaluate all requirements noted in sections 5.0 through 7.0 of the attached POD; 4) Schedule Oral Presentations; 5) Conduct Oral presentations; and 6) Evaluate Oral presentations. Responses will be treated as proprietary information and controlled as such. The respondents shall deliver the requested information in a presentation format. Presentation packages must be received by 5:00 p.m. (EST) Tuesday, November 12, 2002. Please provide 10 copies of the presentation and deliver them to: Mr. William Cutlip NASA Goddard Space Flight Center Code 101.2 Building 23, Room E343 Greenbelt, MD 20771 william.e.cutlip.1@gsfc.nasa.gov All respondents that intend to make presentations must provide written or electronic notice by 5:00 p.m. (EST), Thursday, November 7, 2002. Notice may be by e-mail to Mr. William Cutlip at william.e.cutlip.1@gsfc.nasa.gov, or in writing to the above address. All companies that reasonably demonstrate capabilities across the full scope of the requirement will be invited to present an oral presentation. Oral presentations will be conducted at GSFC, November 13-15, 2002. Presentations will be scheduled in two-hour blocks. Speakers will have one hour to present and the second hour will be used for questions and answers. This solicitation/synopsis is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. An ombudsman has been appointed. See Internet Note "B".
